No person or persons shall sponsor or participate in any racing of any
motor vehicle, including motorbikes or minibikes, within the City, whether
on public or private property, without first obtaining a license therefor
from the City Council.

The fee for such license shall be $50.

No person shall operate a snow vehicle or other recreational vehicle
within 300 feet of an occupied dwelling or a structure or enclosed area containing
domesticated animals or birds without the permission of the owner or tenant
of the property, except in cases of emergency or except directly to depart
from or return to the residence on said property.
