There are hereby established rates for discharge
of septage wastes as set forth in Appendix A, effective May 1, 1978.
Should the cost of receiving and treating these wastes at the Haverhill
Wastewater Treatment Plant exceed the sums collected, then in such
event, the charge shall be adjusted accordingly.
Only septage wastes from the City of Haverhill
and the Town of Groveland will be received and treated at the Haverhill
Wastewater Treatment Plant, and all vendors shall comply with rules
and regulations as set forth in Appendix B.

Domestic trailer waste, defined as wastes discharged from a camping trailer, will be allowed to discharge at the plant and be subject to all rules, regulations and penalties contained herein. Domestic trailer waste shall only be accepted from residents of the City of Haverhill and the Town of Groveland and shall be charged by requiring each camping trailer to purchase an annual permit (January 1 to December 31) at the rates in accordance with Appendix A of § 249-13. Said permits can be purchased at the plant according to Appendix B.
Failure to adhere and comply with rules and
regulations shall subject violators to penalties as set forth in Appendix
C.

A.
Septage wastes shall be those wastes obtained solely
from domestic subsurface disposal systems.
B.
Industrial wastes, the liquid wastes from industrial
manufacturing processes, trade or business as distinct from domestic
sewage, shall not be allowed to discharge at the septage discharge
facility at the Haverhill Wastewater Treatment Plant.
C.
Septage discharge at the Haverhill Wastewater Treatment
Plant will only be allowed to discharge between the hours of 7:00
a.m. to 6:00 p.m., Monday through Saturday, excluding holidays.
D.
All septage vendors shall purchase delivery slips
at the Wastewater Treatment Plant between the hours of 8:00 a.m. to
4:00 p.m., Monday through Friday, excluding holidays.
E.
The delivery slip format is outlined in Appendix D
and shall be of four-copy format with one copy going to the vendor,
one to the Haverhill Public Health Department, one to the Haverhill
Wastewater Treatment Plant and the final copy to the individual where
the septage waste originated.
F.
Prior to discharge of septage wastes by a vendor at
the Haverhill Wastewater Treatment Plant, said vendor must notify
and receive authorization from the senior operator on duty that it
is permissible to discharge.
A.
Any violation of the rules and regulations governing
the discharge of septage wastes at the Haverhill Wastewater Treatment
Plant will result in the discontinuance of the vendor's right to use
the treatment plant's septage facility. The length of said discontinuance
will be at the discretion of the Superintendent/Engineer of the Wastewater
Treatment Plant.

B.
If said violation results in operational problems
or in an upset of the treatment plant's normal operation said violating
vendor will be held liable for any damages associated with the violation
and any costs associated with bringing the treatment plant's processes
back to normal operation.
C.
All violations will be reported to the Haverhill Public
Health Agency, and it will be at the Public Health Agency's discretion
on the severity of the violation to suspend the vendor's license to
operate. The length of the suspension will be at the discretion of
the Public Health Agent.

If, in the opinion of the Wastewater Superintendent/Engineer,
the amount of septage being received at the Haverhill Wastewater Treatment
Plant exceeds the plant's capacity to treat effectively or causes
problems at the Wastewater Treatment Plant, then the amount of septage
will be reduced first by limiting or excluding New Hampshire septage;
next by limiting or excluding nonresidents' (Massachusetts) septage.
