A. 
Meters will be tested not less frequently than (the Water Department may require the meter to be tested more frequently if in the opinion of the Water Department the meter is not working properly):
(1) 
For one-and-one-half-inch-diameter size meters: every five years.
(2) 
For two-inch-diameter size meters: every four years.
(3) 
For three-inch-diameter size meters: every three years.
(4) 
For four-inch-diameter and large size meters: every two years.
B. 
Upon enactment of this section, the Haverhill Water Department will notify, in writing, all accounts with meters one-and-one-half-inch diameter and greater that they will be required to comply with this article. Accounts affected by this article will be required to perform their first meter test within one year of the passage of this article.
C. 
If the meters tested fail to meet the American Water Works Accuracy Limits (AWWA No. M6), the Haverhill Water Department will require the meter to be repaired or replaced within a designated time. The repair or the replacement of a meter and appurtenances will be in accordance with the American Water Works Standards (Water Meters - Selection, Installation, Testing and Maintenance AWWA Manual M6) and standards from the Haverhill Water Department.
D. 
If the gate valves before and after the meter are inoperable or nonexistent and the periodic test cannot be conducted, the Haverhill Water Department will require the gate valves to be repaired, replaced or new valves installed within the designated time.
E. 
All costs associated with the testing of meters, repairs or replacement of meters, installation, repair or replacement of gate valves and appurtenances will be the responsibility of the owner of said property where the meter, valves and appurtenances are located.
F. 
Failure to comply with this section can result in the termination of the account's water service.
