A. 
There is hereby created a Department of Public Safety, the head of which shall be the Director of Public Safety. He/she shall be appointed by the Manager and shall be qualified by training and experience.
B. 
Subject to the direction and supervision of the Township Manager, the Director of Public Safety shall be responsible for the proper and efficient conduct of the Department and the supervision of its activities. The Director of Public Safety shall be the Executive Officer of the Division of Police and, subject to the supervision of the Township Manager, shall be directly responsible for the efficient and routine day-to-day operations of the Police Department. The Public Safety Director shall be charged with the duties of supervising the Division of Police in all areas and aspects as shall impact upon policy and the good order and discipline of the Division and shall adopt rules and regulations for the Division of Police and establish policies for the daily operation of the Division of Police and the discipline of its members. Any reference to the "Chief of Police" in this Code shall be deemed to mean the Director of Public Safety. These duties shall be consistent with the authority permitted to be vested in the Public Safety Director pursuant to N.J.S.A. 40A:14-118 and shall include, but not be limited to:
(1) 
Administer and enforce the rules and regulations of the Police Department and any special emergency directive for the disposition and discipline of the Department and its members and officers;
(2) 
Have, exercise and discharge the functions, powers and duties of the Police Department;
(3) 
Prescribe the duties and assignments of all members and officers;
(4) 
Delegate such authority as may be deemed necessary for the efficient operation of the Police Department to be exercised under the officer in charge's direction and control; and
(5) 
Report at least monthly to the Township Manager in such form and at such times as shall be prescribed by the Township Manager regarding the operation of the Police Department during the preceding month and make such other reports as may be requested by the Township Manager.
The police force heretofore established by ordinance is continued within the Department. The Department shall have all the functions, powers, duties and responsibilities prescribed by law for a municipal Police Department generally[1] and by any provision of the Charter and ordinances relating to the Department of Public Safety.

A. 
Within the Department of Public Safety, there shall be a Division of Animal Control, the head of which shall be the Director of Public Safety. He/she shall be responsible for the enforcement of general laws and municipal ordinances governing the control of wild and domestic animals within the Township as well as for the maintenance and operation of an animal shelter.
B. 
The Director of Public Safety shall supervise the functions of the Animal Control Officer.
