The following words and phrases shall have the following meanings:
ALUMINUM
All aluminum beverage containers.
BATTERIES
Dry cell batteries such as, but not limited to, radio, toy, watch and/or calculator batteries.
COMMERCIAL, INDUSTRIAL, INSTITUTIONAL, GOVERNMENT OR OFFICE PARK ESTABLISHMENT OR PROPERTY
All commercial, industrial, government, business or institutional establishments or properties within the Township of Franklin other than residential properties.
CORRUGATED CARDBOARD
Paper cartons, sheets, spacer material or any other container consisting of two layers of brown paper separated by an inner rippled core.
GLASS
All glass bottles and jars of any color, thoroughly rinsed with caps and closures removed.
NEWSPAPERS
All paper of the type commonly referred to as newsprint and distributed at stated intervals, usually daily or weekly, having printed thereon news and opinions, containing advertisements and other matters of public interest. The term "newspapers" shall also include inserts that come with the newspapers, such as comics, colored store or grocery advertisements, TV and magazine sections and glossy coupons.
MIXED PAPER
All magazines, glossy inserts, computer paper, colored paper, catalogs, store fliers with mailing labels, hardcover books with hard covers removed, junk mail, writing or school paper, envelopes, paperback books and copy paper.
PLASTIC
Plastic bottles or jugs bearing a "No. 1" through "No. 7" in a recycling triangle, thoroughly rinsed with caps, lids or closures removed.

RECYCLABLES
The following mandatory items to be separate from waste from all commercial, industrial, institutional, government and office park properties: aluminum cans; antifreeze; computer printout/white ledger; concrete; consumer batteries; corrugated cardboard; glass containers; heavy iron; lead-acid batteries; leaves and brush; magazines and junk mail; mercury-containing devices; mixed office paper; newspaper; plastic containers (No. 1 through No. 7 plastic bottles); scrap automobiles; steel and bimetal cans; stumps, logs and tree parts; telephone books; textiles; used consumer electronics; used motor oil; white goods and light iron; and wood waste.

Tin-plated and bimetal food and beverage cans.[1]

There is hereby established a program for the mandatory separation of paper products, glass and aluminum by commercial, industrial and institutional establishments within the Township of Franklin.
A. 
Any owner/operator or occupant of any commercial, professional or institutional establishment must recycle all white office paper, as well as all newspapers, aluminum cans and glass bottles.
B. 
Material is to be separated and bagged individually by type of paper, with the exception of corrugated cardboard which must be bundled.
C. 
It is the responsibility of each commercial, professional or institutional establishment to either deliver recycled materials to designated recycling centers or to privately contract for collection services.

Designated recycling centers are located at the Public Works Convenience Center, 12 Berry Street.

(2) 
Commercial, professional or institutional establishments which elect to enter into private recycling arrangements must be able to provide proof of said arrangement.
(3) 
The Township shall be empowered to review the recycling activities of commercial, professional or institutional establishments on demand in order to verify compliance.
A. 
All commercial, industrial and institutional establishments are required to prepare waste audits and waste reduction plans according to the following schedule:
(1) 
For any establishment with 500 or more employees, a waste audit and reduction plan must be prepared and submitted by December 31, 1993;
(2) 
For any establishment with 250 to 500 employees, a waste audit and reduction plan must be prepared and submitted by December 31, 1994;
(3) 
For any establishment with 100 to 250 employees, a waste audit and reduction plan must be prepared and submitted by December 31, 1995.
B. 
The waste reduction plan shall include, but not be limited to, the following:
(1) 
The plan must indicate how the use of heavy metals will be eliminated from products and packaging.
(2) 
The plan must indicate how the use of double packaging, except where required for the integrity, health and safety of the product, will be eliminated.
All commercial, industrial and institutional establishments with 100 or more employees must submit a plan to the Township of Franklin, County of Somerset, which outlines how source separation and recycling shall be accomplished within the establishment. The plan shall include, but not be limited to, the following:
A. 
The manner in which the designated recyclables will be source separated from the waste stream.
B. 
The name of the market vendor for each designated recyclable commodity.
