A. Applications for water supply must be made on the
forms furnished by the Township for such purpose. The application
must be made by the owner of the premises or property or his authorized
agent, shall state to whom the fill for water rates and charges shall
be rendered (either owner or agent) and shall specify the purpose
for which the water is to be used, the type and character of the building
and, when used for construction or other special purposes, it must
be so stated on the application, and there shall be submitted therewith
any fees necessary to be paid in advance by this chapter.
B. Persons desiring a one-inch tap to be made on a specified
day shall make application therefor at least two weeks prior to said
date; persons desiring installation of a tab larger than one inch
on a specified day shall make application therefor at least 20 days
prior to said date. The Department will not, however, guarantee to
any applicant that any tap will be made on a specified date but will
reasonably attempt to do so.
C. The Township shall, as part of said application, conduct
an inspection subsequent to the installation of any water supply to
insure that such water supply was constructed and installed in accordance
with the approved application and plans. In the event such inspection
shall reveal any deviations from the approved application and plans,
the applicant shall correct all such deviations and shall pay an additional
fee to the Township in the amount of $75 for each subsequent inspection
required as a result of such deviations.

(1) All newly drilled wells within the Township must have
the water from same analyzed and a certified report issued for potability
by a state-certified lab for the following indications:
(f)
Volatile organic compounds with MCLs.
(2) The provisions of N.J.A.C. 7:10-7.2 are expressly
incorporated herein to permit the Health Department to determine that
water is unacceptable if, in the judgment of the Health Department,
physical, chemical or biological characteristics render the water
unduly unpalatable or aesthetically objectionable.
(3) A copy of such test results shall be filed with the
Health Department within 10 days of certification by such laboratory.
No certificate of occupancy shall be issued unless such results have
been issued by the Health Department for such wells.
D. One shall obtain local Health Department approval
and a permit before constructing a public noncommunity or nonpublic
water system (private well). "Nonpublic water systems" are defined
as a water system that is not a public water system. "Public noncommunity
water system" is defined as a public water system that is not a community
water system. A "public community water system" is defined as a public
water system which serves at least 15 service connections used by
year-round residents or regularly serves at least 25 year-round residents.
(1) Fee to drill a well: $75.
(2) Fee to install a pump: $25.
E. For a permit for the abandonment of an individual
or semipublic water system: $50.
F. Any permit issued for the installation of an individual
or semipublic water supply shall be valid for a period of two years
from the date of its issuance.
No application for water supply or service to
be furnished to premises against which there is an outstanding undisputed,
delinquent account will be accepted.
All applications for installation of, change in or replacement of service connections shall be made in writing, by the owner or his agent and shall, if a new tap on the main is necessary, be accompanied by the payment of the required tap fee in accordance with Article
IV of this chapter.

In case of any new service, the bills for work done, inspections,
or materials furnished by the Township must be paid before the water
is turned on.
When a tap has been made for a new service connection,
curb stops shall be closed and shall not be opened unless a meter
has been set and installed or unless the owner or authorized agent
applies for construction water and has paid the appropriate fees.

Fire hydrant use is permitted only with the use of a water meter.
A. The fee to rent a three-fourths-inch meter adaptable only to garden
hose requires a deposit of $500 plus a water usage deposit of $500.
B. The fee to rent a three-inch meter adaptable to a fire hose of 2 1/2
inches requires a deposit of $2,000 plus a water usage deposit of
$1,000.
C. All deposits must be made by cash, money order, cashier's check or
certified check payable to the Township of Franklin Water Utility.
Charges for use will be based upon the current water rate and will
be deducted from the deposit. The remaining moneys will be returned
to the applicant.
D. Rental fees for a three-fourths-inch meter are $2 per day; rental
fees for a three-inch meter are $5 per day. Only Franklin Township
meters are permitted.
E. Meter readings must be submitted weekly to the Franklin Water Utility
or a penalty of $5 per day will be deducted from the deposit.
