If bills rendered are not paid within 30 days
of the billing date, interest of 8% will be added to the bill. In
the event that there is a stopped meter or the Township is unable
to get a reading, the customer shall receive an estimated bill.

There shall be a charge for fire service as
follows:
A. Private fire hydrants (on a metered or unmetered service
line) located on private property: quarterly charge of $250 for each
such fire hydrant. The charge is for fire service only. The owner
is responsible for the maintenance and repair of said hydrants.
B. Private fire line service charges (on a metered or
unmetered service line): For each fire line service connection, based
on the size of line entering the building, a minimum quarterly service
charge shall be made as follows:

Charges for curb connection shall be calculated as follows:
A. The number of equivalent single-family connections, referred to as
"equivalent units," within the district shall be determined annually
on or about January 1. One equivalent unit shall be defined as the
average daily flow of water to an average single-family residence
within the utility's district and which shall equal in amount 206
gallons per day. Facilities other than single-family residences shall
be assigned a total number of equivalent units equal to the facility's
average daily demand divided by the flow established for one equivalent
unit.
B. The total system cost shall include debt service costs and capital
expenditures less any nonreimbursable gifts, grants, subsidies, etc.,
and shall be defined annually on or about January 1.
C. The connection fee for an equivalent unit for the current year shall
equal the ratio of the total historical system cost through the previous
year to the total number of equivalent units for the previous year.
The fee to be paid, for a particular connection, will be equal to
the number of equivalent units for the connection multiplied by the
connection fee for an equivalent unit.
D. Determination of number of equivalent units.
(1) The Township Council shall annually, on or before January 1 of each
year, adopt a resolution fixing and determining the total number of
equivalent units for the previous year, the total system cost for
the previous year and the connection charge for the present year in
accordance with the formula set forth in this chapter.
(2) The connection fee for one equivalent unit in Franklin Township for
the period January 1, 2024 to December 31, 2024 shall be $2,511.45
based on a system cost in CY2022 of $76,953,374 and 30,641 equivalent
units. The connection fee for a given year is based on the system
costs and total connections for the previous year. (1990 fee/12-12-1989;

E. No connection fee shall be charged for any building, construction
and property of whatsoever kind and type owned and/or operated by
Franklin Township or its public school system which are now directly
or indirectly connected with or which may in the future be connected
to the water system.
(1) Curb connection tap fee. Charges for curb connection tap fees based
on the required time and material shall be provided at the time of
application to the Water Division.

B. For meters greater than 5/8 inch by 3/4 inch, the
charge for the meter shall be computed on the basis of the cost of
the meter, plus a surcharge of 35%. In addition, the installation
and inspection charge of $75 shall also apply and be included in the
cost.
C. The fee for water meter final inspection or reread
inspection shall be $45 per service.

D. Customers
of the system shall be charged a monthly facility service charge in
accordance with the size of each meter as follows. Minimum charge
per quarter effective July 1, 2024.

There shall be a DSIC charge for water service as follows:
A. The
DSIC charge shall be based on actual meter usage quarterly.
B. The
DSIC rate for water users in the Township shall, for users of such
water, be as follows: all gallonage as of April 2023: $1 per 1,000
gallons of usage.
