No person or persons shall advertise or cause to be advertised any person, event, article or thing by tacking, nailing, pasting or otherwise fastening any handbill, poster, advertisement, pamphlet or circular of any description on any fence, wall, post, pole, billboard or building, or by placing the said articles in or on vehicles, provided that nothing herein shall prevent the placing of advertising matter on any regularly established billboard and distributing the same on private property or in private buildings where the consent of the owner shall first be obtained.
Any person violating this chapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be punished by a fine of not less than $150 nor more than $250 for the first offense thereof; not less than $250 nor more than $500 for the second offense thereof; not less than $500 nor more than $1,000 for the third offense thereof; and $1,000 for each offense thereafter or by imprisonment in the Westchester County Jail for a term not to exceed 30 days, or by both such fine and imprisonment.
