Notwithstanding any provision, rule or regulation to the contrary contained in this Part 1, no fee shall be required under Article II and Article III of any department of the City of Peekskill or of plumbing contractors licensed by the City of Peekskill; except, however, that plumbing contractors licensed by the City of Peekskill shall comply with the requirements of Chapter 422, Plumbing and Drainage, and shall comply with all the requirements of §§ 505-22 and 505-23 of this Part 1 and all of the provisions of Article IV and Article V of this Part 1.
