These regulations are adopted in order to promote and protect the public health, safety, convenience and general welfare; to ensure the orderly growth and development of the City, the conservation, protection and proper use of land, and adequate provision for housing, recreation, circulation, utilities and services; and to safeguard the City from undue future expenditure for the maintenance of streets and public spaces.
The regulations shall be known and may be cited as the "City of Peekskill, New York, Land Subdivision Regulations."
For the purpose of these regulations, certain words used herein are defined as follows:
COMMISSION
The Planning Commission of the City of Peekskill, New York.[1]
PLAT
Final drawing on which the subdivision plan is presented to the Commission for approval and submitted to the County Clerk for recording.
ROADWAY
Paved portion of the street primarily used for vehicular traffic.
A. 
ARTERIAL STREET AND HIGHWAYStreet primarily used for fast and/or heavy traffic.
B. 
COLLECTOR STREETStreet carrying traffic from minor streets to arterial streets and highways, including the principal traffic and entrance streets of a residential development.
C. 
LOCAL STREET, MAJORStreet primarily used for access to the abutting properties; secondarily, providing on-street parking opportunities on both sides of the street.

D. 
LOCAL STREET, MINORStreet providing access to abutting residential properties and protection from through traffic; secondarily, providing on-street parking opportunities on one side of the street. On a one-for-one basis, additional off-street parking must be provided within 200 feet of each subdivided lot to offset the parking eliminated on one side of said street.

E. 
MARGINAL ACCESS STREETMinor street paralleling and adjacent to an arterial street or highway and providing access to abutting properties and protection from through traffic.

F. 
DEAD-END STREET or CUL-DE-SACStreet closed at one end and having only one connection with any other street; secondarily, providing on-street parking opportunities on one side of the street. On a one-for-one basis, additional off-street parking must be provided within 200 feet of each subdivided lot to offset the parking eliminated on one side of said street.

G. 
HALF STREETStreet paralleling the boundary of a subdivision and lying partly in an abutting tract.
STREET
All land between property lines, whether designated as a street, highway, throughway, thoroughfare, avenue, boulevard, road, parkway, right-of-way, lane, place, court or any similar term.
SUBDIVIDER
Any person, firm, corporation, partnership or association or duly authorized agent who or which shall apply to the Commission for approval of the layout of any subdivision.
SUBDIVISION
Division of any tract of land into two or more lots, plots, sites or parcels, whether for immediate or future sale or development, but excluding development for municipal, conservation or agricultural purposes.

SUBDIVISION, MAJOR
Any subdivision, as defined above, which results in the creation of six lots or parcels, whether new or existing; requires the creation of any new dedicated street or the extension of any existing dedicated street; subdivides any property for nonresidential purposes; or cannot otherwise comply with any of the requirements of a minor subdivision, including appropriate certifications by the City Engineer, Police Department and Fire Department with regard to the provision of water, sewer and emergency services.

SUBDIVISION, MINOR
Any subdivision, as defined above, which does not result in the creation of more than five individual lots and which does not allow any use other than single-family residential dwellings. A minor subdivision shall require that each lot in the proposed minor subdivision meet all applicable area and bulk requirements of the zoning district in which it exists. Each lot in such minor subdivision must have frontage on an improved and dedicated City street and must have access to existing City water and sewer mains to service each lot.

SUPERBLOCK
Oversize residential block wherein private open spaces, closed to automobile traffic, are provided for the common use of all residents in the block.
