The Town Board of the Town of Pittsford, New York, is authorized to
designate, by resolution, approved, professional meetings for attendance by
officials of said town, at educational or instructional seminars or sessions
held within the State of New York.
Said Board is further authorized to approve, by resolution, the reimbursement
of such officials of the annual membership fees, as well as expenses incurred
in attending such educational or instructional seminars or sessions, including
but not limited to fees charged for such meetings, transportation, meals,
hotel accommodations and incidental expenses.
Said Town Board is further authorized, by resolution, to designate the
person or persons to attend any such educational or instructional seminars
or sessions of said professional groups and meetings, and those who are to
be reimbursed for expenses as herein provided.
This article is enacted to formalize the customary and long-standing
procedure of the Town Board regarding approval of the minutes of Town Board
meetings.
The Town Clerk, or in the absence of the Town Clerk, the duly authorized
Deputy Town Clerk, shall keep a record of all proceedings of the Town Board
as required by Town Law, § 30.
This article modifies and supplements Town Law § 30 by requiring
that before the minutes are placed in the Clerk's minute book, the Town Board
members in attendance at the meeting where such minutes were taken shall have
the opportunity to review such minutes and correct the same if necessary.
These minutes shall be presented to the Town Board promptly, but in any event
not later than three weeks after the meeting at which they were taken. The
minutes shall be approved by a majority vote of the Town Board members who
were in attendance at the meeting where such minutes were taken. If a majority
of the said Town Board members cannot be obtained for approval, then the Town
Clerk's version shall be final;
After the minutes have been approved and/or made final as provided herein,
then the Clerk shall file them in the Clerk's minute book.
Until the minutes have been approved and/or made final as provided herein,
the minutes shall be deemed to be an internal "working paper."
