The Executive Office of the Manager shall be responsible for performing staff functions for the Manager and assisting departments and other units of government in carrying out their duties.
The Executive Office of the Manager shall consist of the following subdivisions to perform the following functions:
A. 
Personnel system. The personnel system shall administer the personnel system of the Township, subject to the provisions of law, the Charter or ordinance, including such matters as:
(1) 
Recruiting and screening persons for Township employment.
(2) 
Developing and maintaining position classification and pay plans.
(3) 
Assisting the Township Manager in the administration of labor relations programs, including contract negotiations, contract administration and related programs.
(4) 
Assisting the Manager in developing and maintaining personnel rules and regulations.[1]

(5) 
Assisting departments in developing and conducting employee training and development programs.
(6) 
Assisting departments in preparing personnel planning programs.
(7) 
Providing required assistance to the Civil Service Commission.
(8) 
Developing and maintain personnel records.
(9) 
Counseling employees on insurance claims, fringe benefits and general personnel procedures.
(10) 
Coordinating insurance claims.
B. 
Public Information and Complaint Office. The Public Information and Complaint Office shall:
(1) 
Perform the duties regarding the receipt and response to complaints as required by § C1407 of the Charter.
(2) 
Develop and maintain, under the direction of the Township Manager, a planned program of information.
C. 
Purchasing system. The purchasing system shall provide assistance to the Township Manager in establishing regulations, policies and procedures for purchasing goods and services for all departments in the administrative service of the Township, subject to the provisions of this chapter, the Charter or ordinances.[2]

D. 
Community Planning and Development. Community Planning and Development shall:
(1) 
Maintain the Comprehensive Plan of the Township.
(2) 
Prepare and/or coordinate all grant applications which are pertinent to the Township.
(3) 
Review and analyze ongoing programs with the objective of upgrading and improvement.
E. 
The Secretariat. The Assistant Township Manager shall:
(1) 
Keep and maintain all records as prescribed by the Charter, ordinances or resolutions and handle all external correspondence at the direction of the Manager.
(2) 
Deposit and keep custody of all official security bonds, performance bonds, contracts and leases and deeds of Township-owned property.
(3) 
Provide staff assistance to boards and commissioners as required by the Township Manager.
