A. 
Purpose and establishment.
(1) 
The standing committees specified in this chapter are hereby recognized to provide advice, guidance and recommendations to the Board of Commissioners and to the Township.
(2) 
The standing committees herein recognized have been previously established by resolution of the Board. Additional committees shall from time to time be established by resolution in accordance with § C401B of the Charter.
(3) 
No committee designated can perform administrative duties or have executive authority.
B. 
Appointments, vacancies and removal.
(1) 
The President of the Board of Commissioners, with the advice and consent of the Board, shall, in accordance with § C401C of the Charter:
(a) 
Appoint the members of all standing committees.
(b) 
Fill vacancies.
(c) 
Remove any member.
(d) 
Add additional members.
(2) 
The President of the Board shall be an ex officio member of all standing committees, except for the Pension Board, in which case he serves as Chairman.
C. 
Officers. The President of the Board of Commissioners, with the advice and consent of the Board, shall designate the Chairman and Vice Chairman of each committee.
D. 
Meetings.
(1) 
All meetings shall be open to the public, except as provided for in § C402C of the Charter.
(2) 
All meetings of the standing committees shall be conducted in an orderly fashion and shall follow the rules of procedure as specified in § 5-9 of this chapter.
(3) 
Each standing committee shall set the time, place and frequency of its meetings, unless otherwise prescribed by the Charter or the Board of Commissioners.
(4) 
Special meetings may be held as needed upon the call of the Chairman or Vice Chairman, provided that appropriate notice of each meeting is given to each member. At the same time, a copy of the meeting notice shall be given the public by posting prominently in the Township Building.
(5) 
A quorum shall consist of at least a majority of the members of the committee.
(6) 
All official records and files of each committee shall be kept in the office of the Township Manager and shall be public record.
A. 
Membership and term of office. The Public Affairs Committee shall consist of not less than three members of the Board who shall serve for periods of one year.
B. 
Powers and duties. The powers and duties of the Public Affairs Committee shall be to:
(1) 
Receive and review staff reports from the Property Supervisor and Public Information and Complaint Officer.
(2) 
Review minutes of the following advisory committees:
(a) 
Human Relations Committee.
(b) 
(Reserved)[1]

(3) 
Review and recommend to the Board action relative to proper legislation affecting the Township or the proposal of legislation advantageous to the Township.
(4) 
Recommend action on matters affecting the public welfare of the Township, including publicity of Township activities.
(5) 
Review public suggestions and complaints relative to matters affecting the general welfare of the public.
(6) 
Study, review and make recommendations on all matters referred to it by the Board of Commissioners.
(7) 
Receive and review reports from the Director of Parks and Recreation, the Parks Superintendent and Community Center Directors.

Review and recommend for approval all Township recreation programs and activities, and activities and programs involving Township parks and recreation facilities.

Recommend expansion, contraction, and/or alteration of parks and recreation facilities and programs.

Review minutes of the following committees:

La Mott Community Center Citizens Committee.
(b) 
Rowland Community Center Citizens Committee.

Study, review and make recommendations on all matters referred to it by the Board of Commissioners.

A. 
Membership and term of office. The Building and Zoning Committee shall consist of not less than three members of the Board who shall serve for periods of one year.
B. 
Powers and duties. The powers and duties of the Building and Zoning Committee shall be to:
(1) 
Review all zoning applications.
(2) 
Review and recommend action on all appeals to the Zoning Hearing Board.
(3) 
Review and recommend action on all decisions of the Zoning Hearing Board.
(4) 
Recommend changes in Chapter 295, Zoning.
(5) 
Receive reports of the Zoning Officer and Building Inspector.
(6) 
Review minutes of the following committees:
(a) 
Planning Commission.
(b) 
Board of Historical Architectural Review.
(c) 
Electrical Examining Board.
(7) 
Study, review and make recommendations on any matter referred to it by the Board of Commissioners.
A. 
Membership and term of office. The Public Safety Committee shall consist of not less than three members of the Board who shall serve for periods of one year.
B. 
Powers and duties. The powers and duties of the Public Safety Committee shall be to:
(1) 
Receive and review reports of the:
(a) 
Chief of Police.
(b) 
Fire Marshal.
(c) 
Township Engineer.
(2) 
Review streetlighting and recommend additions and changes.
(3) 
Review changes in traffic patterns, signs and lights.
(4) 
Recommend changes in the Traffic Code.[1]

Study, review and recommend any matter referred to it by the Board of Commissioners.

Membership and term of office. The Public Works Committee shall consist of not less than three members of the Board who shall serve for periods of one year.
B. 
Powers and duties. The powers and duties of the Public Works Committee shall be to:
(1) 
Receive and review reports of the Highway and Refuse Superintendents.
(2) 
Review and make recommendations on all subdivision and development plans filed with the Township.
(3) 
Review highway maintenance programs.
(4) 
Review refuse collection programs.
(5) 
Study and recommend necessary measures for Township flood control.
(6) 
Review and recommend necessary measures for maintenance of sanitary and storm sewer systems.
(7) 
Study, review and recommend such matters as may be referred to it by the Board of Commissioners.

Membership and term of office. The Finance Committee shall consist of not less than three members of the Board who shall serve for periods of one year.
B. 
Powers and duties. The powers and duties of the Finance Committee shall be to:
(1) 
Receive and review the report of the Director of Fiscal Affairs.
(2) 
Monitor receipts and expenditures of all Township funds.
(3) 
Review and recommend transfers within the budget.
(4) 
Recommend to the Board the borrowing of money for operating and capital expenditures when necessary.
(5) 
Review, study and make recommendations on any matter referred to it by the Board of Commissioners.
A. 
Membership and term of office. The Sinking Fund Committee shall consist of not less than three members of the Board who shall serve for periods of one year.
B. 
Powers and duties. The powers and duties of the Sinking Fund Committee shall be to:
(1) 
Review and make recommendations to the Board of Commissioners on the regulations and investments relating to the indebtedness of the Township.
(2) 
Recommend to the Board of Commissioners the investment of moneys in the sinking fund in accordance with law.

A. 
Membership and term of office. The Pension Board shall consist of not less than three members of the Board, plus the President of the Board who shall act as Chairman, who shall serve for periods of one year.
B. 
Powers and duties. The powers and duties of the Pension Board shall be to:
(1) 
Review and make recommendations to the Board of Commissioners regarding the administration of the Township's pension funds.
(2) 
Make and adopt rules and regulations for the efficient administration and management of the Township's pension plans,[1] subject to the approval of the Board of Commissioners and in accordance with Chapter 40, Pensions.
