The City Clerk, the City Engineer or the person
performing the functions of the City Engineer, and the Building Inspector
shall, ex officio, be advisory members of the Planning Board.
The Planning Board shall organize annually in
the month of April, by the election of a Chairman and a Clerk, and
the Board may employ experts and clerical and other assistance and
a custodian of its plans and records.
A quorum for the transaction of business by
said Board shall consist of no fewer than three appointed members.

The Planning Board, as established hereunder,
shall have all of the powers and exercise all of the duties as are
provided for in the provisions of MGL c. 41, §§ 81B
and 81Y, both sections inclusive, as amended. The Planning Board shall
also exercise all powers and duties as are provided for in Chapter
391 of the Acts of 1984.
