A person may transport garbage, offal or other offensive substances,
including solid waste through the streets of Georgetown which were not collected
in Georgetown, as provided in MGL C. 111, § 31A, provided that he
registers with the Board of Health and provided further that each such vehicle
or container shall be covered, leakproof, durable and is maintained in good
repair. It shall be loaded and moved in such a manner that the contents will
not fall, leak or spill therefrom and shall be covered with a secured canvas
or other suitable means to prevent blowing of material. Where spillage does
occur, the material shall be picked up immediately by the transporter and
returned to the vehicle or container and the area of the street properly cleaned.
No such material shall be disposed of at the Georgetown disposal area. The
operator of any such vehicle shall identify himself to any police officer
and shall identify the city or town in which a permit is held.
Any violation of the provisions of this Article shall be punishable,
upon conviction, by a fine as provided in MGL C. 111, § 31. Such
fine may be recovered by the agent of the Board of Health or by any police
officer on complaint before the District Court.
