The zoning regulations and districts herein
set forth and as outlined upon said map are made in accordance with
the Town of Halfmoon Comprehensive Plan for the purpose of promoting
the public health, safety, morals, convenience, aesthetics, order,
prosperity and general welfare of the community. They have been designed
to lessen congestion in the streets, to secure safety from fire, panic
and other dangers, to provide adequate light and air, to prevent the
overcrowding of land, to avoid undue concentration of population,
to facilitate the adequate provision of transportation, water, sewage,
schools, parks and other public requirements. They have been made
with reasonable consideration, among other things, as to the character
of each district and its peculiar suitability for particular uses,
and with a view to conserving the value of buildings and encouraging
the most appropriate use of land throughout the Town of Halfmoon.
No building, structure or land shall hereafter
be used, no building, structure or part thereof shall be erected,
moved, or altered and no building permit shall be issued unless for
a use expressly permitted by and in conformity with the regulations
herein specified for the district in which it is located, except as
hereinafter provided.
