GENERAL REFERENCES

Pursuant to the authority set forth in Article III, Section 3.14(l), of the Charter, there is hereby created a Town Water Quality Task Force.
A. 
The Water Quality Task Force shall consist of seven qualified electors of the Town, who shall be appointed by the Town Manager with the approval of the Town Council.
B. 
The Town Planner shall be an ex officio member of the Water Quality Task Force, without vote.
No member of the Water Quality Task Force shall be an elected or appointed official or employee of the Town or of any department, office or agency of the Town.
The terms of the members of the Water Quality Task Force shall be as follows:
A. 
Three members for five years.
B. 
Two members for three years.
C. 
Two members for two years.
The members of the Water Quality Task Force shall serve without compensation.
The members of the Water Quality Task Force shall elect a Chairman and a Secretary from its members for such terms as the board may decide.
The Water Quality Task Force shall comply with the provisions of R.I.G.L. § 42-46-1 et seq., "Open Meetings."
A. 
The Water Quality Task Force shall be the study, research and advisory board to the Town Council on the establishment of a Town sewer system. As a part of this overall duty it shall:
(1) 
Advise as to the location of the system.
(2) 
Advise as to the timetable for development of the system.
(3) 
Review engineering recommendations, contracts and construction schedules.
(4) 
Advise as to the availability of federal or state funds for establishment of the system and the means to secure such funds.
(5) 
Advise as to such other matters concerning the sewer system which the Town Council may refer to the task force.
B. 
The Water Quality Task Force shall make such written reports to the Town Council as the Town Council may request.
C. 
The Water Quality Task Force shall meet with the Town Council in open session at such times as the Council may designate, but not less than quarter-annually, after the Water Quality Task Force is appointed and organized.
