A.
All proposed construction or other development within a special flood
hazard area shall require a permit.
B.
If the construction or other development within a special flood hazard
area is not covered by a building or other approved permit application,
a flood hazard development permit shall be required. The application
for a flood hazard development permit shall be submitted to the Code
Enforcement Officer (Town Engineer or Zoning Enforcement Official)
and shall include:
(1)
The name and address of the applicant;
(2)
An address or a map indicating the location of the construction site;
(3)
A site plan showing location of existing and proposed structures,
sewage disposal facilities, water supply facilities, areas to be cut
and filled, and the dimensions of the lot;
(4)
A statement of the intended use of the structure;
(5)
A statement as to the type of sewage system proposed;
(6)
Specification of dimensions of the proposed structures;
(7)
The specific datum used for all elevations;
(8)
The elevation (in relation to mean sea level) of the lowest floor,
including basement, and if the lowest floor is below grade on one
or more sides, the elevation of the floor immediately above;
(9)
Base flood elevation data for all new, relocated or substantially
improved structures;
(10)
The elevation (in relation to mean sea level) to which the structure
will be floodproofed;
(11)
The description of the extent to which any watercourse will
be altered or relocated as a result of the proposed development.

The description of the flood-resistant materials to be used.

(13)
Construction by methods and practices that minimize flood damage.

(14)
Construction with electrical, heating, ventilation, plumbing,
and air conditioning equipment and other service facilities that are
designated and/or located so as to prevent water from entering or
accumulating within the components during conditions of flooding.

C.
Prior to the issuance of a building or development permit, the applicant
shall submit evidence that all necessary permits and approvals have
been received from all government agencies from which approval is
required by federal or state law.
A permit fee of $100 per lot shall be required to be paid to
the Town of Coventry and a copy of a receipt for the same shall accompany
the application. An additional fee may be charged if the Code Enforcement
Officer and/or Board of Appeals need the assistance of an independent
professional engineer. This additional fee will be the amount of the
charge of the engineer.
Review of flood hazard development permit applications. The
Code Enforcement Officer shall:
A.
Review all applications for flood hazard development permits to determine that all pertinent requirements as described in § 131-6 have been or will be met;
C.
Make interpretations of the location of boundaries of special flood hazard areas as shown on the maps identified in § 131-2;
D.
In A Zones, in the absence of FEMA BFE data and floodway data, obtain,
review and reasonably utilize other BFE and floodway data for elevating
residential structures to or above the base flood level, and for floodproofing
or elevating nonresidential structures to or above the base flood
level;
E.
Where BFE data are utilized in Zone A, obtain and maintain records
of the lowest floor and floodproofing elevations for new and substantially
improved construction;
F.
In review of flood hazard permit applications, determine that all
necessary permits have been obtained from federal, state and local
government agencies;
G.
Maintain a permanent record with copies of all flood hazard permits
issued and data relevant thereto including granted variances;
H.
Review all land development permits, including but not limited to
subdivisions, land development projects, mobile or manufactured home
parks and "new construction" activity as heretofore defined to determine
if the proposed development adversely affects the flood-carrying capacity
of the special flood hazard area. "Adversely affects" means that the
cumulative effect of the proposed development, when combined with
other existing and/or anticipated approved development, will not increase
the water surface elevation of the base flood more than one foot at
any point;
I.
For new or substantially improved structures, maintain records of
actual elevation in relation to mean sea level and floodproofing certifications;
J.
Require all manufactured homes to be elevated and anchored to resist
flotation, collapse or lateral movement;
K.
Review all applications for the use of flood-resistant materials described in § 131-6;
