No person shall sell, purchase, barter and deal in junk, old metals or any other secondhand articles, or establish, operate or maintain any automobile junkyard as defined in R.I.G.L. § 5-21-3, without first obtaining a license to do so from the Town Council.
The annual fees for a license required by this article shall be as set forth in Chapter 122, Fees.

All licenses provided for in this article shall be issued for a period not exceeding one year, from the first day of June to the 31st day of May of the following year.
The applicant for a license to keep any shop or storehouse for the reception of any junk, old metals or other secondhand articles must be the owner or lessee or have an option to purchase the premises where the applicant intends to conduct the business.
