The office of Township Administrator, heretofore established by appointment
by the Township Committee, is hereby created, continued and confirmed pursuant
to N.J.S.A.A 40A:9-136 et seq. The Administrator shall be appointed by a majority
vote of the Township Committee pursuant to N.J.S.A.A 40A:9-137.
A. The Administrator shall serve at the pleasure of the
Committee; provided that the Administrator may be removed only by a 2/3 vote
of the Township Committee pursuant to N.J.S.A. 40A: 9-138.
B. The Township Administrator shall devote full time to
the duties of the office, except that nothing herein shall prevent the Administrator
from also holding any other appointive office of the Township and fulfilling
the duties thereof. The Township Committee reserves the right at any time
to set specific hours for the Administrator by resolution.
C. On removal or resignation of the Administrator, the Committee may appoint a temporary Administrator to serve at the pleasure of the Township Committee, or until an Administrator is appointed pursuant to §
3-1 of this Code, whichever is sooner.
The Administrator shall be appointed on the basis of executive and administrative
qualifications. Previous responsible, successful experience in local government
and possession of a degree in public administration or municipal management
shall be preferred.
The Administrator shall be paid a salary fixed and adopted by the Committee
in the annual Salary Resolution within the guidelines set forth in the Salary
Ordinance. The Administrator shall receive no additional compensation for
other titles held, except that if the Administrator is appointed as the Township
Clerk, he or she may be paid separate compensation for that position. In such
case, the Administrator shall be known as the Township Administrator/Clerk.
The Administrator shall be reimbursed for all reasonable and necessary expenses
incurred in the performance of the office or offices held.
