The purpose of this article is to recognize the Township policy that
the acquisition of goods and services shall be in compliance with the New
Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., and to designate
a department head as Purchasing Agent to oversee and administer that policy.
Pursuant to N.J.S.A. 40A:11-9, the Township Committee shall designate
by resolution a Purchasing Agent who shall be authorized to oversee and implement
the Township policies with respect to the acquisition of goods and services
in accordance with the above-cited New Jersey Local Public Contracts Law,
and who shall serve in that position at the pleasure of the Township Committee.
The Purchasing Agent shall work in cooperation with the Township Administrator,
Chief Financial Officer, Township Engineer and Township Attorney.
The duties of the Purchasing Agent shall be set forth in the appointment
resolution; said duties may vary, depending upon whether or not the Purchasing
Agent is a qualified purchasing agent pursuant to the above-cited New Jersey
Local Public Contracts Law and the Rules of the New Jersey Department of Community
Affairs, N.J.A.C. 5:34-5.1 et seq. Notwithstanding the foregoing, the general
responsibilities of the Purchasing Agent shall be to assist and advise Township
personnel in the acquisition of goods and services; solicit quotes for purchases
in amounts under the bid threshold; and prepare public advertising for bids
and receive bids for the provision or performance of goods or services on
behalf of the Township.
