A Board of Assessment Review is hereby created
to consist of five members whose terms of office shall be for a period
of five years.[1]

The Chairman of the Board shall be appointed by the
Mayor and shall serve as Chairman during the term of his appointment.
In the event of a vacancy in the office of Chairman, and the Mayor
shall fail to appoint the Chairman within 30 days of said vacancy,
the Board shall elect one of its members to serve as Chairman during
the term of his appointment.

In the event that there shall be a vacancy in the
Board for any reason whatever, then the member of the Council having
authority to make the appointment shall appoint another person to
serve for the unexpired term of office.
The Board shall hear and determine complaints
in relation to assessments and shall have all the powers and duties
imposed by law on Boards of Review by virtue of the provisions of
§ 512 of the Real Property Tax Law and by any other law.
