There is hereby established in and for the City
of New Rochelle a Youth Court designed to aid in developing a respect
for and knowledge of the criminal justice system, both among those
who are members thereof and those who will come in contact with the
Youth Court. The City of New Rochelle Youth Court shall work in cooperation
with the Westchester County Family Court and the New Rochelle Police
Department in an effort to reduce juvenile delinquency in the City
of New Rochelle.
The New Rochelle Youth Court shall be organized
and constituted as follows:
A. Executive Board.

(1) The Executive Board shall be composed of seven members,
of whom one shall be appointed by the Mayor and one by each of the
other members of Council, for a term of four years. The Executive
Director of the New Rochelle Youth Bureau and a police officer assigned
by the New Rochelle Police Department shall also be members.
(2) The Executive Board shall be vested with the overall
and general supervision of the Youth Court and, in furtherance thereof,
shall develop and promulgate a constitution and bylaws.
(3) The Executive Board shall also provide in its constitution
for a Steering Committee and an Appeals Board.
B. Steering Committee.
(1) The Steering Committee shall consist of five adults
and four youths, with the Vice Chairperson of the Executive Board
to be the Chairperson of the Steering Committee. The members of the
Steering Committee shall be appointed by the Executive Board.
(2) The Steering Committee shall be responsible for the
day-to-day operation of the Youth Court and Juvenile Jury. The Steering
Committee shall develop a handbook for the purpose of guiding Juvenile
Jury personnel in procedure; develop and conduct a course of study
and training; supervise training; and appoint Juvenile Jury members.
C. Appeals Board. The Board of Appeals shall be composed
of three adults and two youths to be appointed by the Steering Committee
pursuant to criteria established by the Executive Board and shall
dispose of appeals from the Youth Court pursuant to procedures to
be established by the Executive Board.
D. Juvenile Jury. All members of the Juvenile Jury shall
be at least 13 years of age and not older than 18 years and must reside
within the City of New Rochelle. Said members shall be appointed by
the Steering Committee, pursuant to criteria to be set forth in the
rules and regulations of the Steering Committee, for the purpose of
staffing all positions required to conduct a proceeding of the Youth
Court.
