The City Council may consider a petition to
designate a secondary honorary name for an existing street or portion
of existing street in the City upon such petition meeting the following
basic criteria:
A. At least 70% of the number of owners of real property
(as shown on the City Assessor's records) adjoining the street or
portion of street proposed for such honorary naming shall have signed
such petition; and
B. When an honorary naming involves a person or not-for-profit
corporation, the person or not-for-profit corporation whose name is
proposed for such honorary naming shall, in the case of a person,
have resided in the City of New Rochelle at least five continuous
or noncontinuous years or, in the case of a not-for-profit corporation,
had its main office in the City of New Rochelle at least 25 continuous
years, during which time such person or not-for-profit corporation
shall have preferably resided or had its main office, as the case
may be, on the street in question.
