A. 
It is hereby declared to be the policy of the Village of Skaneateles to promote and protect the property of its inhabitants and promote and protect the public health, safety and general welfare of its inhabitants who reside in multifamily dwellings by the establishment of fire lanes on public or private streets, roadways, driveways, parking areas or places in multifamily dwellings and commercial property areas which, if obstructed, will cause or create a condition that is dangerous to life or property in the event of a fire or other public emergency or will cause interference with the ingress or egress of fire-fighting equipment or other emergency vehicles.
B. 
The regulations contained in this article are hereby determined and declared to be necessary to assure that fire-fighting equipment and other emergency vehicles shall have immediate and unimpeded access to said multiple-family dwellings and said commercial property in the event of a fire or other public emergency.
Every person convicted of a violation of the provisions of this article shall be punished by a fine of not more than $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; and upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.

For purposes of the interpretation of this article, the following words shall be given the following meaning:
COMMERCIAL PROPERTY AREA
An area, district or zone in which the use of buildings or premises therein for commercial purpose is permitted, or an area, district or zone where nonconforming commercial properties exist.
FAMILY
See the definition of "family” in § 225-4 of Chapter 225, Zoning.[1]
FIRE LANE
A public or private street, roadway, driveway, parking area or place designated as a fire lane pursuant to the provisions of § 110-17 of this article.
MULTIPLE-FAMILY DWELLING AREA
An area, district or zone in which the use of buildings or premises therein for the purpose of a multiple-family dwelling is permitted, or an area, district or zone where nonconforming multiple-family dwellings exist.
RESTRICTED FIRE ZONE
A fire lane marked with standard police signs and/or markings indicating that the parking of motor vehicles or other vehicles is prohibited within said fire lane.

A. 
The following private street, driveway, roadway, parking area and place within a multifamily dwelling and commercial property area is hereby determined to be a private street, driveway, roadway, parking area and place within a multiple-dwelling and commercial property area which, if obstructed, will cause or create a condition that is dangerous to life and property or will cause interference with the ingress or egress of fire-fighting equipment or other emergency vehicles in the event of a fire or other public emergency and is hereby designated as a fire lane:
(1) 
A twenty-foot-wide fire lane is hereby designated as a fire lane, said fire lane being located at the existing private street, roadway, driveway and parking area located 10 feet either side of the center line described generally as follows: Beginning at a point in the southerly boundary of Fennell Street, said point being located 72.5 feet, more or less, westerly, measured along said southerly street boundary, from the northeast corner of the parcel of land presently owned by Skanmill, Inc.; thence southerly 35 feet, more or less, to the northwest corner of the parcel of land presently owned by S.A. Wuerslin; thence southerly and southeasterly along a curve of sixty-foot radius a distance of 42 feet, more or less, to a point; thence southeasterly 102.5 feet, more or less, to a point in the division line between the property of Stephen Bradley (reputed owner) on the north and John R. Seitz (reputed owner) on the south, said point being 1.0 (foot), more or less, easterly, measured along said division line, from the southwest corner of Bradley's property.
(2) 
Together with a southerly extension of said fire lane, said southerly extension of said fire lane being described generally as follows: Beginning at the southeast corner of the above-described twenty-foot roadway; thence southerly parallel with the southerly extension of last-described course of the center line of said twenty-foot roadway a distance of 14 feet to a point; thence southerly a distance of about 23 feet to a point, said point being the northernmost corner of the westernmost wall of the existing Seitz Building; thence south 14 degrees, 25 minutes along said westernmost wall of the Seitz Building and the southerly extension thereof a distance of about 49 feet to the northern highway boundary of Genesee Street; thence south 64 degrees, 21 minutes west along said northerly highway boundary of Genesee Street a distance of nine feet; thence north 30 degrees, 09 minutes west a distance of about 15 feet to a point; thence north 17 degrees, 19 minutes west a distance of about 30 feet to a point; thence north 27 degrees, 49 minutes west a distance of about 27 feet to a point; thence north 14 degrees, 25 minutes west a distance of about 12 feet, plus or minus (more or less), to the southwest corner of the above-described twenty-foot roadway; thence easterly along the southerly boundary of the above-described twenty-foot roadway to the point and place of beginning.
B. 
The following area is designated as a fire lane: the twenty-foot-wide driveway between the southerly boundary of Fennell Street and northerly boundary of Genesee Street and adjacent to the east side of the Skaneateles Lake outlet.

C. 
The following area is designated as a fire lane: the twenty-foot-wide driveway commencing on the south side of Fennell Street and running southerly along the eastern boundary of premises at 11 Fennell Street to the northern bank of the Skaneateles Lake outlet. Continuing thence westerly, 20 feet in width, along the northern bank of the Skaneateles Lake outlet and along the southern property line of premises at 11 Fennell Street and 21 Fennell Street to a point approximately 85 feet westerly of the eastern boundary of premises at 21 Fennell Street. The fire lane described herein having been established by easements given by the property owners to the Village of Skaneateles, recorded in the Onondaga County Clerk’s Office on March 31, 2015, at Book 5319 of Deeds at Page 85 and Book 5319 of Deeds at Page 91.

For the purpose of preserving the integrity of said fire lanes designated pursuant to the provisions of this article, the following regulations are applicable to said fire lanes within the Village of Skaneateles:
A. 
Buildings and structures prohibited. No building or structure shall be erected within said fire lane, and no building or structure adjacent to said fire lane shall be added to in such a manner as to obstruct the free passage of fire-fighting equipment or other emergency vehicles along the fire lane.
B. 
Parking prohibited. Parking of motor vehicles or other vehicles in the restricted fire zone is hereby prohibited. Notwithstanding and not in limitation of any other provision hereof, no motor vehicle shall be parked within 20 feet of any fire hydrant or standpipe located at, on or near said private street, roadway, driveway, parking area or place within said multiple-family dwelling and commercial property area.
C. 
Other obstructions prohibited. No containers, receptacles or other materials shall be cast, thrown or stored within said fire lane or area designated as the fire lane.
Anything contained in local laws, ordinances, rules and regulations of the Village of Skaneateles or any other applicable law to the contrary notwithstanding, any motor vehicle or other vehicle parked, abandoned or found unattended in said restricted fire zone in violation of the provisions of this article shall be towed away upon the order of the Police Department and stored until the redemption of said motor vehicle or other vehicle by its owner or operator. The owner or operator of such motor vehicle or other vehicle may redeem such vehicle upon the payment of the expenses of such removal and storage.
