There is hereby established in and for the Borough of Chatham and in and for the Township of Chatham a joint Recreation Advisory Committee to be known as the "Joint Recreation Advisory Committee of the Chathams." The Joint Recreation Advisory Committee of the Chathams shall be composed of nine members and two alternates.
A. 
Chatham Borough members.
(1) 
Three members of the Joint Recreation Advisory Committee who are residents of Chatham Borough shall be appointed for a term of three years by the Mayor of the Borough of Chatham upon the advice and consent of the Borough Council. The terms of office of the first three appointed members shall expire December 31, 2006, December 31, 2007, and December 31, 2008, respectively. In the event of a vacancy, the Mayor shall appoint a replacement upon the advice and consent of the Borough Council, and the term of appointment shall be only for the unexpired term.
(2) 
One member who is a resident of Chatham Borough shall be appointed for a term of one year as an alternate member by the Mayor of the Borough of Chatham upon the advice and consent of the Borough Council. In the event of a vacancy, the Mayor shall appoint a replacement upon the advice and consent of the Borough Council, and the term of appointment shall be only for the unexpired term.
(3) 
In the event that the Mayor fails to make a nomination at least 15 days prior to the date of the second regular public meeting of the Council after a position becomes vacant or the Borough Council fails to confirm a nomination, then the appointment shall be made by the Borough Council by a vote of a majority of the members present at the meeting, provided that at least three affirmative votes shall be required, with the Mayor to have no vote thereon except in case of a tie.
B. 
Chatham Township members.
(1) 
Three members of the Joint Recreation Advisory Committee who are residents of Chatham Township shall be appointed for a term of three years by the Mayor of the Township of Chatham upon the advice and consent of the Township Committee. The terms of office of the first three appointed members shall expire December 31, 2006, December 31, 2007, and December 31, 2008, respectively. In the event of a vacancy, the Mayor shall appoint a replacement upon the advice and consent of the Township Committee, and the term of appointment shall be only for the unexpired term.
(2) 
One member who is a resident of Chatham Township shall be appointed for a term of one year as an alternate member by the Mayor of the Township of Chatham upon the advice and consent of the Township Committee. In the event of a vacancy, the Mayor shall appoint a replacement upon the advice and consent of the Township Committee, and the term of appointment shall be only for the unexpired term.
(3) 
In the event that the Mayor fails to make a nomination at least 15 days prior to the date of the second regular public meeting of the Township Committee after a position becomes vacant or the Township Committee fails to confirm a nomination, then the appointment shall be made by the Township Committee by a vote of a majority of the members present at the meeting, provided that at least three affirmative votes shall be required.
C. 
One member of the Joint Recreation Advisory Committee shall be a Council member, appointed by the Borough Council, and the term of the appointment of such member shall be one year. In the event of a vacancy by a Council member, the Mayor shall appoint a replacement upon the advice and consent of the Borough Council, and the term of appointment shall be only for the unexpired term.
D. 
One member of the Joint Recreation Advisory Committee shall be a Township Committee member, appointed by the Township Committee, and the term of the appointment of such member shall be one year. In the event of a vacancy by a Township member, the Mayor shall appoint a replacement upon the advice and consent of the Township Committee, and the term of appointment shall be only for the unexpired term.
E. 
One member of the Joint Recreation Advisory Committee shall be appointed by the School District of the Chathams (hereinafter called the "School District"), and shall be an elected representative thereof. The term of the appointment of such member shall be one year. In the event of a vacancy by this member of the School District, the President of the School District shall appoint a replacement upon the advice and consent of the elected School District Board, and the term of appointment shall be only for the unexpired term.
The Joint Recreation Advisory Committee of the Chathams shall meet at such times and places as it shall deem expedient, but at least quarter annually. A majority of the appointed membership of the Joint Recreation Advisory Committee of the Chathams shall constitute a quorum thereof. The Committee shall keep a record of its proceedings, which shall be the joint property of the governing body of the Borough of Chatham and the governing body of the Township of Chatham. The Joint Recreation Advisory Committee of the Chathams shall take minutes of all proceedings and make an annual written report addressed to the governing body of each municipality.
A. 
The Joint Recreation Advisory Committee of the Chathams shall perform such duties and have such powers as are delegated to it by this article or by interlocal agreement or by companion resolutions adopted by the governing body of the Borough of Chatham, the governing body of the Township of Chathamand the School District.
B. 
The Joint Recreation Advisory Committee of the Chathams shall have the power to develop policy manuals for recreation which shall then be submitted to the governing body of the Borough of Chatham and to the governing body of the Township of Chatham for approval.
