There is established a uniform system of numbering houses and buildings fronting on all streets, avenues and public ways in the City of Rice Lake, and all houses and buildings shall be numbered in accordance with the provisions of this chapter.
A. 
Messenger Street shall constitute the baseline for numbering along all streets running north and south, and Main Street shall constitute the baseline for numbering along all streets running east and west.
(1) 
All buildings and lots north of Messenger Street shall be known as located at number ______ North ______ Avenue, except that Main Street shall continue to be designated as a street.
(2) 
All buildings and lots south of Messenger Street shall be known as located at number ______ South ______ Avenue, except that Main Street shall continue to be designated as a street.
(3) 
All buildings and lots east of Main Street shall be known as located at number ______ East ______ Street.
(4) 
All buildings and lots west of Main Street shall be known as located at number ______ West ______ Street.
B. 
All buildings and lots on diagonal streets shall be numbered the same as north and south streets if the diagonal runs more from the north to the south, and the same on east and west streets if the diagonal runs more from the east to the west.
C. 
The numbering for each street shall begin at the baseline. There shall be assigned, as necessary, up to 100 numbers to each block, square or space that would be one block or square if streets each way were so extended as to intersect each other.
D. 
Where blocks of different lengths occur on opposite sides of a street, the numbers on both sides shall be assigned on the basis of the shorter blocks, unless the Inspection Department otherwise determines.
E. 
All lots and houses on the north and east side of all streets shall be numbered with odd numbers, and all lots and houses on the south and west side of all streets shall be numbered with even numbers, each commencing with the hundred assigned to that block, and shall increase from the baseline.
F. 
All streets not extending through to the baseline shall be assigned the same relative numbers as if said streets had extended to the base line.
A. 
The Common Council shall cause the necessary survey to be made, and there shall be assigned to each house and building located on any street, avenue, alley or highway in the city its respective number under the uniform system provided for in this chapter. When the survey has been completed and each house and building has been assigned its respective number or numbers, the city shall place or cause to be placed upon each house or building the number or numbers assigned under the uniform system provided for in this chapter.
B. 
The number shall be conspicuously placed immediately above, on or at the side of the proper door of each building so that the number can be seen plainly from the street. Whenever any building is situated more than 50 feet from the street line, the number of such building shall be conspicuously displayed at the street line near the walk, driveway or common entrance to such building and upon the gatepost, fence, tree, post or other appropriate place provided by the owner so as to be easily discernible from the sidewalk or street line.
A. 
For the purpose of facilitating a correct numbering, a plat of all streets, avenues and public highways within the city showing the proper numbers of all lots or houses fronting upon all streets, avenues or highways shall be kept on file in the office of the Inspection Department. This plat shall be open to inspection by all persons during the office hours of the Inspection Department.
B. 
The Inspection Department shall inform any party applying therefor of the number or numbers belonging or embraced within the limits of said lot or property as provided in this chapter. In case of doubt as to the proper number to be assigned to any lot or building, the Inspection Department shall determine the number of such lot or building.
A. 
Whenever any house, building or structure shall be erected or located in the city after the entire work of establishing a uniform system of house numbering has been completed, in order to preserve the continuity and uniformity of numbers of the houses, buildings and structures, the owner shall procure the correct number or numbers as designated from the Inspection Department for the property and shall immediately fasten the number or numbers so assigned upon the building as provided by this chapter. No building permit shall be issued for any house, building or structure until the owner has procured from the Inspection Department the official number of the premises.
B. 
If the owner or occupant of any building required to be numbered by this chapter shall neglect for the period of 20 days to duly attach and maintain the proper number on such building, the Inspection Department shall serve upon him a notice requiring such owner or occupant to properly number the same, and if he neglects to do so for 10 days after the service of such notice, he shall be deemed to have violated this section.
