A. 
The Common Council, upon review and recommendation from the Plan Commission, may grant variances from the provisions of this chapter, but only after determining that:
(1) 
Because of the unique conditions of the land division involved, literal application of this chapter would impose a hardship or serve no useful purpose.
(2) 
The variance will not violate the purpose of this chapter or the provisions of Chapter 236, Wisconsin Statutes.
B. 
The requirements of filing and recording a plat or certified survey map for land division shall not be waived.
A. 
The Community Development Department shall have primary responsibility for enforcing this chapter. No building permit shall be issued for construction on any lot until the final plat for the subdivision has been duly recorded or a certified survey map is recorded as specified in Chapter 236, Wisconsin Statutes.
B. 
Any person who violates any provision of this chapter shall be subject to a penalty as provided in Chapter 1, General Provisions, § 1-20 of this Code. In addition, the remedies provided by §§ 236.30 and 236.31, Wisconsin Statutes, shall be available to the city.
This chapter shall apply not only to the land divisions and additions hereinabove set forth in the body of this chapter but shall also, insofar as payment of costs for improvement of land divisions is concerned, apply to those land divisions and additions, or parts thereof, already platted or mapped with a certified survey map and approved which are undeveloped, wholly or partially, as of the effective date of this chapter.
A. 
General. The subdivider shall pay the city all fees as set forth in the fee schedule adopted as part of the annual budget document.
B. 
Inspection fee. The subdivider shall pay a fee equal to the actual cost to the city for such inspections as the City Engineer deems necessary to assure that the construction of the required improvements is in compliance with the plans, specifications and ordinances of the city or any other governmental authority.
C. 
Engineering fee. The subdivider shall pay a fee equal to the actual cost to the city for all engineering work incurred by the city in connection with the plat. Engineering work shall include the preparation of construction plans and standard specifications. The subdivider may furnish all, some or part of the required construction plans and specifications, in which case no engineering fees shall be levied for such plans and specifications furnished.
D. 
Administrative fee. The subdivider shall pay a fee equal to the cost of any legal or administrative work which may be undertaken by the city in connection with the plat. Legal work shall include the drafting of contracts between the city and the subdivider.
