There is hereby established an Administrative Services Department for the City of Bangor. This Department shall consist of the Human Resources and Labor Relations Division, the Insurance Division, the Safety and Environmental Management Division, and Bus Division.
A. 
Human Resources and Labor Relations Division. The Human Resources and Labor Relations Division shall be responsible for providing all human resources services, including maintenance of the City's Personnel Rules and Regulations and Classification and Compensation Plan, as well as all functions associated with labor relations and collective bargaining.
B. 
Insurance Division. The Insurance Division shall administer all functions and duties necessary to prudently protect the City from identified financial risks arising from the day-to-day conduct of City business and functions.
C. 
Safety and Environmental Management Division. The Safety and Environmental Management Division shall administer all functions and duties imposed by law and regulation for the administration of the City's workers' compensation program, including all necessary and duly authorized educational and preventive programs. In addition, this Division shall address compliance of City departments and personnel with workplace safety and environmental compliance laws and regulations.
D. 
Bus Division. The Bus Division shall be responsible for operating the City's bus system.

There is hereby authorized and established the position of Administrative Services Director to be appointed by the City Manager, subject to confirmation by the City Council. The Administrative Services Director shall appoint and supervise all employees in the Department, subject to general supervision of the Department by the City Manager and the Director of the Office of Government Operations.
