In accordance with Article
VII, Section 2(a) of the City Charter, there is hereby established an Airport Department.
It shall be the function of this Department:
A. Management of Municipal Airport. To operate and maintain
all services and facilities connected with the Municipal Airport.
B. Rules and regulations. To promulgate from time to
time rules and regulations which are reasonably required for the prudent,
safe and efficient operation of Bangor International Airport. Said rules and regulations shall not be inconsistent with
any leases or other agreements between the City and tenants or other
users of the airport facilities, nor shall they be inconsistent with
the rules and regulations of any state or federal agency having jurisdiction
with respect thereto.

C. Development. To assist the Department of Community
and Economic Development in locating potential industrial and commercial
firms within the airport complex.

D. Services from other departments. To enter into agreements
with other City departments for services as may from time to time
be required.

There is hereby authorized and established the
position of Airport Director. The Airport Director shall supervise
the entire operation of the Airport Department. This position shall
be included in the Personnel Classification and Compensation Plan
for the City of Bangor. The Airport Director shall be appointed by
the City Manager on the basis of merit and fitness alone, subject
to the confirmation by the City Council.
A. Represent City. The Airport Director and/or the City
Manager shall represent the City in all airport matters before the
Federal Aviation Administration (FAA), the Department of Transportation
and such other agencies as deemed necessary.
B. Monthly report to City Manager. The Airport Director
shall make a report to the City Manager before the first Council meeting
of each month as to the business of their Department during the preceding
month.
C. Other duties. The Airport Director shall prepare plans, standards and directives as required by the FAA or other federal agency for the operation of the airport and promulgate, subject to the approval of the appropriate Council committee, such plans, standards or directives in the form of rules and regulations of the airport as provided in §
28-4B. In preparation of required security directives, the Airport Director and the Police Chief shall, for the safety of the traveling public, cooperate to provide maximum protection against hijacking, bomb explosions, bomb threats, civil disturbance, vandalism, property destruction or other violence. The Director shall also perform such other duties as may be prescribed by the City Manager, or any applicable federal, state or local laws or ordinances.
There is hereby created a separate Airport Fund
for the purpose of recording revenues, expenditures, depreciation
and capital accounts (in accordance with the National Airport Act
of 1958, as amended).

The City Manager is hereby authorized to execute
and deliver all leases of rentable land and buildings within the confines
of the airport, subject to the approval of the appropriate Council
committee or a majority thereof.
