There is hereby created in the Borough of Clementon
a board, to be known as the "Clementon Historic Preservation Commission,"
which shall consist of nine members, who are residents or prior residents
of the municipality, to be appointed by the Mayor, with the advice
and consent of Borough Council, and to serve without compensation.

The Commission positions shall be filled by
residents or prior residents of the Borough of Clementon interested
in preserving the history of the Borough and who will be responsible
for the collection and display of documents, pictures and other significant
artifacts of an historical nature in a manner that can be shared with
others.
The terms of office of the members of said Commission
shall be as follows: three members will serve for two years, three
members shall serve for three years and three members will serve for
four years. Thereafter, terms of members will be four years. Vacancies
shall be filled in the same manner in which the previous incumbent
was appointed and shall be filled for the remaining unexpired term
only.
The said Commission shall have power to:
A. Collect and catalog records, pictures, paintings and
artifacts of historical interest to the Borough of Clementon and to
maintain a repository for the display and safekeeping of said items.
B. Develop an annual operating budget that will be presented
to the Borough Council for approval.
C. Request disbursement of funds allocated by the Borough
for the purpose of historical preservation.
D. To maintain financial records and submit same to the
governing body annually.
E. Prepare and submit grant applications for funds available
for historical preservation.
F. Promote appreciation of the historic resources for
the education, recreation and welfare of the citizens of the Borough
of Clementon and its visitors.
The Commission shall adopt internal rules and
procedures for the transaction of its business, subject to the following:
A. The Commission shall elect from its members a Chairman,
Vice Chairman, Secretary and Treasurer.
B. A quorum for the transaction of all business shall
be three members.
C. All Commission records are public records, and all
Commission meetings shall comply with the Open Public Meetings Act
(N.J.S.A. 10:4-6 et seq.).
D. Commission meetings shall be scheduled at least once
every month or as often as required to fulfill its obligations.
E. No Commission member shall be permitted to act on
any matter in which he or she has, either directly or indirectly,
any personal or financial interest.
F. The Commission shall keep records of its meetings
and activities and submit monthly reports to the governing body.
