Such buildings shall be so arranged as to avoid
undue exposure to concentrated loading or parking facilities and shall
be so oriented as to preserve visual and audible privacy between adjacent
buildings.
Building and vehicular-circulation open spaces
shall be so arranged that pedestrians moving between buildings are
not unnecessarily exposed to vehicular traffic.
There shall be an adequate, safe and convenient
arrangement of pedestrian-circulation facilities, roadways, driveways,
off-street parking and loading space.
Parking areas shall be buffered from adjacent
property by means of screen, fencing, evergreen trees, and/or other
barriers deemed suitable by the Planning Board in order to minimize
noise from motor vehicles and to prevent the direct glare of headlights
from falling on adjacent properties.
Off-street parking spaces shall be provided
in accordance with the standards set forth in the New Jersey Residential
Site Improvement Standards (N.J.A.C.5:21).
The construction of two-bedroom dwelling units shall
be further restricted in that there shall be at least two one-bedroom
dwelling units constructed for each two-bedroom dwelling unit constructed.
Requirements for minimum initial construction. In
any R-3 Garden Apartment District, the builder shall be required to
construct not less than 35% of the number of approved dwelling units
in the initial phase of construction. No zoning or building permit
shall be issued for fewer than four units, except as an addition to
an existing apartment development, and no occupancy permit shall be
issued until such minimum number of units has been completed.
