As used in this article, the following terms
shall have the meanings indicated:
LICENSING AGE
A dog's attainment of the age of seven months or the time
when a dog shall possess a set of permanent teeth, whichever occurs
first.
OWNER
Includes every person having a right of property in a dog
and every person who has a dog in his keeping or harboring. The term
shall not, however, include any person who keeps or operates or proposes
to establish a kennel, a pet shop, a shelter or a pound in connection
with the ownership of a dog. Such persons shall be bound to comply
with the appropriate state statutes and regulations covering their
activities, licensing and registration.
Any owner of a dog of licensing age kept or
harbored in the Township shall apply for and procure from the Township
Dog Licensing Agent a license and official metal registration tag
for each such dog so owned, kept or harbored, and shall place upon
each such dog a collar or harness with the registration tag securely
fastened thereto.
Such license and registration tag shall be applied
for and procured annually during the month of January except as follows:
A. The owner of any newly acquired dog of licensing age
or of any dog which attains licensing age shall make application for
license and registration tag for such dog within 10 days after such
acquisition or age attainment.
B. The owner of any dog licensed in another state for
the current year, and bearing a registration tag, shall make application
for license and registration tag for such dog within 90 days of the
time the dog is brought into New Jersey.

A. The sum to be paid for a dog license and registration
tag shall be:

(1) Altered dogs. The license fee for a one-year term, commencing January 1 through December 31, and each renewal thereof, is set forth in Chapter
205, Article
II, Fee Schedule.
(2) Unaltered dogs. The license fee for a one-year term for a nonneutered, or nonspayed, dog, commencing January 1 through December 31, and each renewal thereof, is set forth in Chapter
205, Article
II, Fee Schedule.
B. Such sum shall include both the Township's licensing
fee and the state's registration fee.
C. Dogs used as guides for blind persons and commonly
known as "Seeing Eye dogs," dogs used to assist handicapped persons
and commonly known as "service dogs" and dogs used to assist deaf
persons and commonly known as "hearing ear" dogs shall be licensed
in the same manner as other dogs, except that the owner or keeper
shall not be required to pay any fee.

An additional fee, as set forth in Chapter
205, Article
II, Fee Schedule, will be charged for renewal of a dog license after January 31, 1984. (Newly acquired dogs must be licensed within 10 days to avoid the delinquent charge.)
No license or registration tag shall be granted
unless the owner provides evidence that the dog has been inoculated
with a rabies vaccine of a type approved by and administered in accordance
with state and federal requirements.
No dog shall be permitted off the premises of
the owner of such dog except on a leash or in the company of the owner
or in the company of another person with the owner's consent or under
the owner's control.

Unless otherwise specifically provided in N.J.S.A. 4:19-15.19, any person who violates any provision of this article shall, upon conviction thereof, be subject to the penalties set forth in Chapter
1, Article
II, General Penalty.
