There shall be a Department of Utilities, the
head of which shall be the Director, who shall be appointed by the
Township Manager. Prior to his or her employment, the Director shall
be qualified through training and experience in water and sewer utilities
administration. The Department shall be responsible for water and
sewer utilities.
The Department shall operate and maintain a
water and sewer utility, including the construction and reconstruction
of lines and facilities.
