All references in any other ordinance to the
Township Committee, a committee of the Committee or any other board,
body or office shall be taken and construed to mean such body, officer
or office to which the respective functions, powers or duties are
allocated and assigned by this chapter.

All employees who are in the classified service
of the Township on January 1, 1975, under civil service are transferred
to the appropriate department to which their respective functions,
powers and duties are hereinafter transferred, and they shall not
by such transfer be adversely affected in seniority, pension, demotion
or salary rights, as provided by New Jersey Revised Statutes.
The internal organization of each department
shall be determined by the director of the department, approved by
the Manager and adopted by resolution of the Council. Whenever, after
organization, an activity or functional duty shall, by ordinance,
be transferred from one department to another department of the government,
all the functions, powers and duties thereof shall be and are transferred
as of the effective date of the ordinance.
On the effective date of this chapter, the functions,
powers and duties then vested in the municipality, except such as
are specifically allocated and assigned by this chapter, and the possession
and control of all records and property of the municipality relating
thereto, subject to the provisions of this chapter, are transferred
to such other departments as have been hereinbefore set forth in this
chapter.
