A.
Pursuant
to the provisions of N.J.S.A. 40:55D-23 and N.J.S.A. 40:55D-23.1,
there is hereby established a Joint Land Use Board of nine members,
whose membership shall be as set forth in the statutes. The Joint
Land Use Board shall have four alternates who shall be appointed and
shall serve as set forth by law.
B.
In addition
to the mandatory powers and responsibilities as set forth in the statutes,
the Joint Land Use Board shall participate in the preparation and
review of programs or plans required by state or federal law or regulation,
assemble data on a continuing basis as part of a continuous planning
process and perform such other advisory duties as are assigned to
it by the governing body.

The Joint
Land Use Board shall have the following additional powers and duties:

The Joint
Land Use Board shall reorganize annually in January on some date scheduled
after the annual reorganization meeting of the governing body.
The Mayor may appoint one or more persons as
a Citizens' Advisory Committee to assist or collaborate with the Planning
Board in its duties, but such person or persons shall have no power
to vote or take other action required of the Board. Such person or
persons shall serve at the pleasure of the Mayor.
There is hereby established a Planning Board
Subdivision Committee to consist of three members of the Planning
Board appointed by the Chairman, which shall exercise such powers
as established by this Code.
