The taxicab owners licensed under this chapter shall be required to set up and operate a plan satisfactory to the governing body whereby twenty-four-hour service each day shall be available to the public. [1]

No person holding a license under this chapter shall, at any one time, hire out by the hour or by the day more than 50% of said licensee's taxicabs licensed under this chapter.
A. 
Taxicabs occupying stands on private premises shall be subject to all the provisions of this chapter.
B. 
No taxicab driver shall park in front of the entrance of any building within a prohibited parking space after his or her passengers, desiring to leave, have alighted, nor park in any prohibited parking space waiting for passengers.
C. 
No driver of a taxicab shall suffer or permit persons to loiter in or about his or her taxicab while on duty.
D. 
No vehicle other than a licensed taxicab shall stop on any public taxicab stand except while loading or unloading goods, wares or merchandise or while receiving or discharging passengers.
E. 
No taxicab shall occupy any public taxicab stand other than the stand designated on the permit issued.
F. 
No taxicab shall discharge or receive passengers until it has first been operated into a position next to the curbline of the street.
No person shall solicit business or fares in a noisy or offensive manner.
No person holding a license under this chapter shall refuse to carry an orderly fare.
As all licenses issued under this chapter are held by the licensee as a privilege rather than as a matter of right, the holders of such licenses shall at all times:
A. 
Extend the courtesy of the road to all members of the public.
B. 
Extend the right-of-way to all pedestrians and other motor vehicle operators.
C. 
Be courteous at all times in dealing with the public.
All persons holding a license under this chapter shall at all times comply with all laws of the State of New Jersey governing the use or operation of motor vehicles or taxicabs. [1]
