No person or persons shall make, cause or permit to be made any unusual, improper or loud noise or disturbance in any street or public place or premises adjacent thereto tending to annoy, inconvenience or disturb any person or persons upon any street or public place or premises adjacent thereto in the village, or engage in any noisy, disorderly or riotous conduct on or adjacent to any street, sidewalk or other public place or upon premises adjacent thereto tending to annoy, inconvenience or disturb any person or persons upon any street or public place, or any premises adjacent thereto; nor shall any person make, cause or permit to be made any unusual, improper or loud noise or disturbance tending to disrupt, or disrupting any lawful meeting or assemblage in the village.
No person shall throw any stones, balls, missiles, frisbees, discs, bundles of newspapers, packages or other objects on, over or across any sidewalk or use any slingshots, bows and arrows or air rifles within or upon any street, sidewalk or public place in the village.
It shall be unlawful for any person or persons in the village to stand, lounge or remain upon any sidewalk, street, public parking field or area, lobby or entrance to any public building or buildings wherein the public shall be invited to congregate, in such manner as to interfere with public passage upon the sidewalk or in or about any building or public parking field, or to cause annoyance, inconvenience or delay to persons lawfully using such buildings, hallways, streets or public parking fields, or any premises adjacent thereto, or within 100 yards thereof.
Pursuant to and subject to the limitations provided in Article 2, § 7, of the General Business Law of the State of New York, baseball, shows and motion pictures shall be permitted in the Village of East Rockaway, except that no game of baseball shall be permitted to be played in said village on the first day of the week within 500 feet of any church, synagogue or place of meeting or worship of any religious society or organization at a time when any religious service is being held in any such church, synagogue or place of meeting or worship or within 500 feet of any cemetery of any portion thereof.
A. 
No person shall trespass or go upon private property in any place in the village except upon invitation, express or implied, of the owner or occupant of the property; nor shall any person damage, pluck or interfere with any flowers, plants, shrubs or trees or other property on any private property in the village or in any park, playground or other public property nor along any street or highway in the village.
B. 
Any person violating any of the provisions of the foregoing section shall be subject to a fine not exceeding $25 for each offense.
A. 
No person shall deface, mar, injure or damage any trees, shrubs, flower beds, public buildings or any other property of the village or go upon any garden plots, flower beds, grass plots or otherwise posted by the village or do or cause any damage to any property, buildings or apparatus belonging to the village.
B. 
Any person violating any of the foregoing provisions shall be subject to a fine of not more than $250 and, in addition thereto, shall be liable for the costs of repair of any such damage.
A female is guilty of exposure when, in a public place in the Village of East Rockaway, she appears clothed or costumed in such a manner that the portion of her breast below the top of the areola is not covered with a fully opaque covering. Exposure of a female is a violation.
A person is guilty of promoting the exposure of a female in the Village of East Rockaway when he knowingly conducts, maintains, owns, manages, operates or furnishes any public premises or place where a female appears clothed or costumed in such a manner that the portion of her breast below the top of the areola is not covered with a fully opaque covering.
It shall be unlawful for any person over the age of 12 years to play ball on premises commonly referred to as the "village complex," Fifth Avenue and Williamson Street, in the Village of East Rockaway, which property is referred to as Section 26, Block 13, Lot No. 106. of the Tax Map of the Village of East Rockaway.
Except as otherwise provided herein, any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
