Unless the context or subject matter otherwise
requires, the following words and phrases shall, for the purposes
of this Part 3, have the following meanings:
VEHICLES, PARK, PARKING or PARKED, OWNER and PERSON
As defined in Article
1, Section 2, Subdivisions 7, 12, 15, 18, 20 and 21, of the Vehicle and Traffic Law, except that the words "park," "parking," "parked" or "parking
space" shall also include parking in or upon or parking space within
any public parking place of the City of Rye, as the case requires.

No person shall be permitted to park an automobile or other
vehicle or shall permit an automobile or other vehicle to remain in
or upon the public parking places or areas described as follows between
the hours of 7:00 a.m. and 7:00 p.m. each day except Sundays and holidays,
unless the owner of such vehicle shall have a tag or license hereinafter
described. Said public parking places consist of those four parcels
of land located:
A. On property owned and controlled by the Metropolitan Transit Authority,
located on the southeasterly side of Purchase Street in the City of
Rye, County of Westchester and State of New York, substantially as
shown on the plan or map entitled "Map of Property to be Leased by
the City of Rye, Westchester County, New York, surveyed as in possession,
June 16, 1952, Russell Munson, Surveyor, 11 William Street, White
Plains, New York, last revised March 31, 1953," and thereon designated
as "Parcels A and B," a copy of said map or survey having heretofore
been filed in the office of the Clerk of the City of Rye.
B. Including also three parcels of land owned and controlled by the
City of Rye and shown and designated on the Tax Maps of the City of
Rye as "Sheet 146.07, Block 1, Lot 23"; "Sheet 146.07, Block 1, Lot
14"; and "Sheet 139.19, Block 3, Lot 80."

A. A resident of the City of Rye, upon making application to the City Clerk and upon furnishing said Clerk with satisfactory evidence that such applicant is a resident of said City and upon paying an annual fee, shall receive a tag or license permitting him/her to park his/her motor vehicle in the places and locations described in §
191-46A and
B if space therein shall be available, provided that the proper parking tag or license for that vehicle is displayed on the driver's side of the vehicle's rear window.
B. A nonresident of the City of Rye, upon application and upon paying an annual fee, may receive a tag or license permitting him/her to park his/her motor vehicle in the places and locations described in §
191-46A if space therein shall be available, provided that the proper parking tag or license for that vehicle is displayed on the driver's side of the vehicle's rear window.
C. Any merchant or other person employed within 1,000
feet of a municipal parking place desiring to park all day shall,
upon application to the City Clerk and payment of the annual fee,
receive a merchant tag or license permitting him/her to park his/her
motor vehicle in a municipal parking place. The merchant tag or license
for that vehicle must be displayed on the driver's side of the vehicle's
rear window. The merchant permits will not be honored on public streets
or in the following parking spaces:

D. Residents of the City of Rye desiring an all-day/all-night
parking permit shall, upon application to the City Clerk and payment
of an annual fee, receive a tag or license entitling him/her to park
his/her motor vehicle. The municipal parking place closest to the
applicant's place of residence will be assigned to the applicant.
The proper parking tag or license for that vehicle shall be displayed
on the driver's side of the vehicle's rear window.

E. Residents
of the City of Rye desiring an all-night parking permit shall, upon
application to the City Clerk and payment of an annual fee, receive
a tag or license permitting him/her to park his/her automobile between
the hours of 7:00 p.m. and 7:00 a.m.

F. Said tag or license that is issued shall be displayed
on the driver's side of the vehicle's rear window. The payment of
any of the aforesaid annual fees shall not be construed to guarantee
the applicant a reserved space, and said tag or license shall not
be transferable. Failure to properly display the parking tag or license
shall be a separate violation of this section.
G. If a license or a tag, or both, is lost or destroyed
or if another motor vehicle is substituted for the vehicle for which
the license had been issued, a new license will be issued for the
remainder of the period upon payment set by City Council resolution;
however, if the old sticker is not returned, there shall be a replacement
fee. The replacement fee shall be set by City Council resolution.
H. The fees in Subsections
A,
B,
C,
D and
E above shall be set annually by resolution of the City Council. Such fees, upon their adoption, shall be published twice in the official newspaper within two weeks of such adoption and shall be posted at City Hall by the City Clerk. In addition, copies of the rate schedule shall be made available to the public in the office of the City Clerk.

No person is permitted to park a motor vehicle
in the Boat Basin parking lots located at the entrances at 650 Milton
Road and Hewlett Avenue without a valid parking permit. Such permit
must be displayed on the driver's side of the vehicle's front window.
Failure to display a permit will be a separate violation of this section.
A. The Boat Basin fee will include one original parking
permit. A replacement or additional permit is available for an additional
fee. A one-day parking permit is also available for a fee. The above
fees should be set by resolution of the City Council.
B. Vehicles must be parked front wheels to curb. Parking
is not permitted in the launch area.
C. Boat trailers must be stored in an area authorized
by the Boat Basin Supervisor. All trailers must be registered vehicles.
Any trailers left in the Boat Basin parking lots will be subject to
removal.
D. Overnight parking is prohibited in Parking Area No.
1, which is the south parking lot at the 650 Milton Road entrance.
This is the main parking area. Overnight parking is permitted in Parking
Area No. 2, which is north of the main parking area.
E. This section is not subject to the requirements of §
191-47.

The enforcement of this regulation shall be
entrusted to the Police Commissioner, who shall see that proper signs
are prepared and posted in the affected areas.
