There is hereby established and created a Recreation Board to be known
as the "Dravosburg Borough Recreation Board," and which Board shall have the
power to equip, supervise, operate, and maintain recreation places, and shall
possess all the powers and be subject to all the responsibilities of the Borough
Code, 1966, Feb. 1, P.L. (1965) _____, No. 581, Sec. 2708 et seq.

The Dravosburg Borough Recreation Board shall consist of nine members,
as appointed by the Borough Council, for terms of five years each, except
that original appointments shall be staggered in such a manner that at least
one term expires annually. Board members may consist of not more than two
members of Council and any other citizens and residents of the Borough.
Members of the Board shall serve without pay. Vacancies in such Board,
occurring otherwise than by expiration of term, shall be filled for the unexpired
term in the same manner as original appointments.
The members shall elect their own Chairman and Secretary and select
all other necessary officers to serve for a period of one year, and may employ
such persons as may be needed, as authorized by Council. Such Board shall
have power to adopt rules and regulations for the conduct of all business
within its jurisdiction.
In the event any member shall fail to attend at least 2/3 of the regularly
scheduled meetings of the Board in any calendar year or shall fail to attend
three or more consecutive meetings without cause shown, the Borough shall
have the power to declare the member's seat vacant and fill the vacancy for
its unexpired term. If a member shall be chronically absent, by reason of
a conflicting employment schedule, or other cause normally accepted as good
cause, to the extent that such absenteeism impairs the function of the Board,
the Borough Council shall have the power to declare the member's seat vacant
and fill the vacancy for its unexpired term. Prior to declaring any seat vacant,
Council shall notify the member at least 10 days in advance of its intention
to vote on the matter at any regular or special meeting.
