It shall be the duty of the Police Department
of the Borough of Closter, New Jersey, to:
A. Preserve the public peace.
C. Detect and arrest offenders.
D. Protect the rights of persons and property.
F. Preserve order at elections and all public meetings
and assemblages.
G. Remove nuisances existing in public streets, roads,
places and highways and arrest all street mendicants and beggars.
H. Regulate the movement of teams and vehicles in streets,
roads, places and highways.
I. Enforce and prevent the violation of all laws and
ordinances of the Borough.
J. Uphold and enforce the provisions of motor vehicles
and traffic regulations, Title 39 of the Revised Statutes of New Jersey.
A day and night police force shall be and hereby
is established in and for the Borough of Closter, County of Bergen
and State of New Jersey, and shall consist of the following members
of said police force:
A. One Chief and such of the following superior officers
as the Mayor and Council may from time to time deem necessary and
proper:
(2) Lieutenant or Lieutenants.
B. As many patrolmen as the Mayor and Council may from
time to time deem necessary and proper.

A. Pursuant to N.J.S.A. 40A:14-118, the Borough Administrator
is hereby designated for the purpose of this chapter and as provided
by the statutes of the State of New Jersey as the "appropriate authority."
The appropriate authority shall be responsible for the overall performance
of the Police Department and shall adopt and promulgate rules and
regulations for the government of the Police Department and for the
discipline of its members.

B. Said rules and regulations of the Police Department
of the Borough of Closter shall be incorporated in a police manual
entitled the "Closter Police Department Rules and Regulations Manual
(Revised 2009)," or in any police manual adopted thereafter, and are hereby
incorporated by reference and made part of this article as if they
were set forth in full. Copies of said manual shall be maintained
in the office of the Borough Clerk, as well as with the Chief of Police.

In addition to the requirements for appointment to a police department, as provided by Chapter
14 of Title 40A of the New Jersey Statutes Annotated, all applicants must have obtained at a minimum an associate certificate/degree in criminal justice or police science; or a bachelor of arts or bachelor of science degree from an accredited institution of higher learning. The above minimum educational requirements may not be waived except under exceptional circumstances. An applicant for appointment must successfully complete a written examination, oral examination, physical test, medical examination and psychological examination. The medical and psychological examinations are to be conducted by licensed medical practitioners chosen by the Mayor and Council.
Penalties for violation of any provision of this Article and the Police Manual shall be as provided in Chapter
5 of the Police Manual.
