A. 
Quasi-public and private duty work. Whenever a person or entity requests off-duty service by a police officer, the Chief of Police may authorize the assignment of a police officer to quasi-public duty or private duty work which is necessary for safety or security.
B. 
Escrow accounts for quasi-public and private duty work.
(1) 
Any person or entity requesting such services shall estimate, in writing, the number of hours such services are required and estimate shall be approved by the Chief of Police. If the estimated cost of such services exceeds $1,500, the person or entity requesting such services shall establish an escrow account with the Borough Treasurer by depositing an amount sufficient to cover the rates of compensation and administrative fees set forth in the Fee Schedule Ordinance of the Borough of Closter (Chapter A301) for the total estimated hours of service. Exceptions: Public utility companies using their own employee work crews will not be required to establish an escrow account. In addition, local civic, charitable or religious entities requesting short-term, temporary assignment of services will not be required to establish an escrow account.
(2) 
Prior to assigning any police officer to requested services, the Chief of Police or his designee shall verify that the balance in the escrow account of the person or entity requesting services is sufficient to cover the compensation and fees for the number of hours specified in the request for services. The Chief of Police shall not, except in the case of emergency, assign any police personnel unless all fees and compensation required in the manner described above have been deposited with the Borough Treasurer. No officer, except in the case of emergency, shall provide any such services for more hours than are specified in the request for services.
(3) 
In the event the funds in such an escrow account should become depleted, the aforementioned services shall, at the option of the Borough, cease, and requests for further or future services may not be performed or assigned until additional funds have been deposited in the escrow account in the manner prescribed above.
(4) 
The person or entity requesting such services shall be responsible for ensuring that sufficient funds remain in the escrow account in order to avoid any interruption of services and for payment of all charges incurred.
(5) 
For emergency situations, the Police Department shall seek payment into the escrow account as soon as possible. The person or entity shall have no more than five days to make any payment demanded.
