It shall be unlawful for any person or persons
to produce, reproduce or make any loud or unnecessary or disturbing
noise by the loud or repeated or unnecessary or disturbing ringing
of bells, by the unnecessary or repeated or disturbing blowing of
horns, by the public or loud or disturbing amplification of the human
voice by means of electrical or mechanical loudspeakers, by the loud
or public or disturbing playing of music, either with or without an
amplification thereof by electrical or mechanical devices, or to make
any other similar form of loud or disturbing or unnecessary noise
between the hours of 10:00 p.m. and 7:00 a.m., prevailing time.
The use of loudspeakers or other mechanical
amplification of the human voice or other mechanical noise shall be
permitted for business, political, charitable, religious or amusement
purposes, provided that such reproduction of the human voice or reproduction
of other noises shall be between the hours of 7:00 a.m. and 10:00
p.m., prevailing time, and further provided that a person desiring
to make such reproduction by amplification of the human voice or other
mechanical noise shall first obtain a permit from the Township Manager
permitting the same.
The application for such permit shall be made
to the Township Manager or a person designated by the Township Manager,
and such application shall set forth the name of the person or organization
desiring to use such mobile broadcasting facilities or such reproductions
or other noises and the purpose for which the same shall be used,
and such application shall also be accompanied by a fee of $10 for
such permit.

Any person, firm or corporation who violates
or permits a violation of this chapter shall be guilty of a summary
violation and, upon conviction, shall be sentenced to pay a fine of
not more than $1,000, plus all court costs, including reasonable attorney's
fees, incurred by the Township in the enforcement of this chapter.
Each day a violation exists shall constitute a separate offense. In
default of the payment of any fine, the defendant shall be sentenced
to imprisonment to the extent allowed by law for the punishment of
summary offenses. Further, the appropriate officers or agents of the
Township are hereby authorized to file a citation for such summary
violation and seek any other available relief at law or equity, including
injunction, to enforce compliance with this chapter.
