[Adopted 10-25-1965(Ch. II, Sec. 2, of Title Two of the 1965 Code)]
No person shall operate or cause to be operated a sound truck with the sound turned on at any time whatever within the limits of the Town of Barrington without a permit being issued therefor.
No parade shall be held or carried on within the limits of the Town of Barrington without a permit being issued therefor.

A. 
No person shall operate or cause to be operated a loudspeaker or any other sound amplifier within the limits of the Town of Barrington without a permit first being issued therefor by the Town Clerk; provided, however, that a sound amplification system may be operated within an enclosed building without obtaining a permit therefor.

B. 
Each person seeking a permit pursuant to the provisions of Subsection A of this section shall make application therefor to the Town Clerk by filing an application for a permit executed in the name of the owner of the property where such amplification system will be located, describing the type of amplification system to be used, the time during which it is to be used and the purpose therefor. Such application shall contain other and further data as may be requested by the Town Clerk.

D. 
The Town Clerk may grant such application upon such terms and conditions as the Town Clerk shall deem appropriate, but no such amplification system shall be operated after 11:00 p.m. in the evening.

E. 
Notwithstanding any provisions of this section to the contrary, if the Police Chief or the Sergeant or other person in charge of any shift shall receive complaints from any five or more residents within the vicinity of the property for which a permit was granted that the level of amplification is objectionable, the Police Chief, Sergeant or the person in charge of the shift shall be entitled to withdraw such permit upon notice to the owner or their representative, and, upon such withdrawal, all outdoor amplification shall cease.
F. 
Any application for a permit shall be accompanied by a fee, the amount of which shall be set by resolution in accordance with the provisions of Chapter 103, Fees and Charges, of the Code of the Town of Barrington.[2]

Applications for permits pursuant to §§ 124-42, 124-43 and 124-44 above shall be filed with the Town Clerk of the Town of Barrington who shall act upon and either grant or deny such application.
Any person violating any of the sections of this article shall be fined not more than $20, plus costs, for each and every violation thereof.[1]
