In addition to and notwithstanding the provisions set forth in Article
I, the following rules and regulations are established for the use of Barrington Beach.

A. Eligibility. A resident (as defined in Subsection
B) owner of an automobile, motorcycle or moped or member of the residents household may apply for and receive for each vehicle owned by them or member of their household an annual vehicle parking sticker for use at the Town Beach at Barrington. Persons in the immediate family of the resident may use said sticker.
B. Resident defined. A resident for purposes of this section includes
a bona fide resident, a taxpayer of the Town, and a municipal employee
of the Town. Residents shall be entitled to receive an annual sticker,
which may be effective for the automobile, motorcycle or moped registered
to them or any member of their household, as indicated by satisfactory
proof of registration. "Resident" shall include any person leasing
or renting real estate in Barrington for the summer season, and such
applicant shall have the burden of proving such fact to the satisfaction
of the Town Clerk or their deputy.
C. Authority. Stickers shall be in such form as approved by the Town
Manager and shall be good only for the period printed thereon.
D. Sticker fee. The fee for obtaining a sticker shall be in an amount
as set by the Town Council from time to time; provided, however, that
senior citizens age 65 and older shall not be required to pay a fee
for such a sticker.
E. Parking. The sticker shall entitle the holder to space for the parking
of a car, motorcycle or moped, the identification of which appears
on said sticker, upon that portion of the Town's property used as
a parking space at the Town Beach, Barrington, only when such space
is available.
F. Revocation. A sticker issued hereunder is a revocable privilege,
and its use may be suspended at any time by the Police Chief, or their
deputy in their absence, such suspension to endure until the next
meeting of the Town Council when the privilege may be revoked or said
suspension lifted at the pleasure of the Council.
G. Police regulations. Said sticker holder shall be subject to any and
all police regulations which have been or may be ordered by the Town
Council from time to time limiting time for parking or dealing with
any other matters affecting the Town Beach.
All vehicles entering the beach area shall proceed
slowly and directly to a parking area and shall remain parked until
leaving. There shall be no cross-traffic riding for pleasure or meandering
within the area. This applies to all motor-driven vehicles, including
motorcycles and scooters.
There shall be no launching of boats at the
beach except to the extreme east end and not larger than a Sunfish
or similar type of boat.
No automobiles with trailers attached shall
be allowed to park in the parking area of the beach.
No swimming shall be allowed outside of the
buoyed area set aside for this purpose.
No use of underwater breathing devices, including
air-breathing snorkels, shall be allowed unless properly supervised
by a qualified instructor.
No air mattress, air-filled floats or foam-type
nonsinkable floats may be used within the buoyed area if, in the opinion
of the lifeguard on duty, it creates a nuisance or danger to the participants
or other persons.
No ball playing or other activity shall be allowed
either in the water or on the beach if, in the opinion of the lifeguard
on duty, it creates a nuisance or danger to the participants or other
persons.
No horses, motor bikes or other motorized vehicles
shall be allowed on the beach at any time.
Anyone violating any of the above regulations, in addition to the fines imposed in Article
I, may be subject to restriction from the use of the beach for the rest of the season and/or forfeiture of their beach pass.
Any person violating any provisions of Articles
VII and
VIII of this chapter shall pay a fine not to exceed the sum of $50 for each offense.
