There shall be a Department of Finance, the
head of which shall be the Chief Financial Officer.

There is hereby created the position of Chief
Financial Officer of the Town of Boonton. The Chief Financial Officer
shall be appointed by the Mayor and Town Council for a two-year term commencing on January 1 of the year
in which he is appointed. The Mayor and Town Council may appoint such
Assistant or Deputy Municipal Finance Officers as they see fit. The
salaries of the Chief Financial Officer and any assistants or deputies
appointed hereunder shall be set by the Mayor and Town Council by
ordinance. Any Financial Officer appointed pursuant to this section
shall be subject to the requirements set forth in N.J.S.A. 40A:9-140.1
et. seq.
The Chief Financial Officer shall:
A. Receive funds entrusted, received or under the control
of any department and deposit all funds received by him in depositories
authorized by the Mayor and Town Council by resolution.
B. Have custody of all investments and invested funds
of the Town or in possession of the Town in a fiduciary capacity,
except as otherwise provided by law, and keep such funds and all moneys
of the Town not required by current operations safely invested or
deposited in interest bearing accounts.
C. Have the safekeeping of all bonds and notes of the
Town and the receipt and delivery of Town bonds and notes for transfer,
registration or exchange.
D. Keep a full account of all cash receipts and disbursements
of the Town; and at least once each month, furnish the Mayor and Town
Council with a statement of all moneys received and expended by
him.
E. Prepare and submit such other reports or statements
as may be requested by the Mayor and Town Council.
