Prior to the granting of final approval for site plans and subdivisions, the applicant shall have installed and furnished performance guaranties as set forth in § 300-41 where applicable for the ultimate installation of the improvements described below as set forth in preliminary approvals. All improvements shall be subject to approval and inspection by the Town Engineer who shall be notified by the developer at least two weeks prior to the start of construction of any improvement. No underground installation shall be covered until inspected and approved.
A. 
Streets. To be graded and constructed in accordance with the standards and specifications of the Town, as set forth in ordinances governing the opening and improvements of streets.
B. 
Curbs and sidewalks.
(1) 
Curbs shall be constructed on both sides of the pavement in accordance with the specifications of the Town ordinances as follows: For any new street, the developer may select either concrete or granite block, unless the street is a continuation of an existing street containing curbs, in which event the new curbing shall be consistent with the existing curbing. On any existing street, the type of curbing shall be consistent with the character of the street as determined by the Planning Board.
(2) 
Sidewalks shall be constructed along both sides of any street except that the Planning Board may waive the requirement for sidewalks on any street serving residential zones.
C. 
Drainage facility. Provisions shall be made for culverts, catch basins, storm water drains and other necessary drainage facilities. All such installations shall be connected with an adequate approved system and shall be adequate for all present and future development of the subdivision and surrounding areas and subject to the approval of the Town Engineer.
D. 
Water mains. To be installed in accordance with the standards and specifications of the Town.
E. 
Sanitary sewer. Where a public sanitary sewer system is accessible, each lot within a subdivision shall be provided with sewage disposal facilities by the required extension of sewer mains and connection thereto. All such installations shall be made in accordance with construction standards of the Town and approved by the engineer and the State Board of Health.
F. 
Private disposal system. Where a public sanitary sewer system is not accessible, the subdivider shall construct an individual sewage disposal system for each lot or may be required to install sewer lines and a private sanitary sewer disposal plant. All such installations shall be subject to the approval of local and State health agencies, the Town Engineer and the Town Sewer Department.
G. 
Monuments. To be of the size and type required by Chapter 141 of the Laws of 1960 and shall be placed in accordance with the requirements of the statute and the specifications of the Town.
H. 
Shade trees. The subdivider shall install shade trees of the size, quality and variety approved by the Town Shade Tree Commission. The shade tree shall be located along the street line as directed by the Shade Tree Commission.
I. 
Street signs. To be of the same type and design as the street signs currently in use and shall be installed in accordance with applicable Town ordinances and state statutes in such a manner that the name of each intersecting street is clearly visible to approaching traffic.
J. 
Fire hydrants, etc. Fire hydrants and fire alarm boxes shall be installed at intervals as directed by the water and fire departments in accordance with the standards of the National Board of Fire Underwriters or other applicable authority.
K. 
Streetlighting. Streetlights shall be installed as directed by the Town Streetlight Committee.
L. 
Topsoil. No top soil shall be removed from the subdivision site or used as spoil or fill. In addition, top soil removed during the course of construction shall be redistributed in the subdivision so as to provide equal distribution of cover to all areas of the subdivision and shall be stabilized by seeding and planting. At least six inches of top soil shall be provided on all portions of lots not occupied by buildings, driveways or walks.
M. 
Earth removal. No change shall be made in the elevation or contour of any lot or site other than a required minimum amount, as determined by the Engineer and Planning Board.
N. 
Disposal of dead trees, etc. All stumps, litter, rubbish, brush, weeds, dead and dying trees, rock, roots and debris shall be removed or destroyed immediately upon the request of and to the satisfaction of the Engineer. None of the same shall be buried without written permission of the Planning Board upon recommendation of the Town Engineer.
O. 
Other items. The Board may impose other conditions where specific problems peculiar to any particular development exist which are likely to be detrimental to the public safety and general welfare of the Town or may, for good cause for the same, change or modify any of the foregoing.
A. 
Pavement. All parking and loading areas shall be paved with bituminous concrete two inches thick after compaction, on a stable base four inches thick after compaction and approved by the Town Engineer.
B. 
Drainage. All parking and loading areas shall be graded and equipped with adequate drainage facilities as approved by the Town Engineer.
C. 
Marking. All parking and loading spaces shall be appropriately marked with painted lines.
D. 
Lighting. Adequate lighting of all parking and loading areas shall be provided as required by the Planning Board.
E. 
Screening. All off-street parking and loading areas shall be effectively screened on any side which adjoins or faces premises situated in any residential zones, by a fence or wall not less than four feet nor more than six feet in height, maintained in good condition provided, however, that a screening or hedge or other natural landscaping may be substituted for the required fence or wall if approved by the Planning Board. The fence as required by this subsection may be waived by the Planning Board if, in the Board's judgment, because of topographic or other unusual conditions, the fence is not necessary to screen adjoining residential property. Where parking is located in a front yard, the Planning Board may require construction of landscaped berms up to a height of five feet with slopes at a ratio of not less than two to one.
F. 
Curbing. Parking areas shall be enclosed by concrete or granite block curbing six inches above the paved surface and, unless otherwise required by this chapter, located at least five feet from any property line or nearest structural wall of a building, except that in the B-1 and B-2 Business Zones, parking areas may be constructed up to the property line which abuts a parking area on property in the B-1 and B-2 Business Zones and further provided proper access and circulation between the two parking areas provided.
G. 
Sidewalks. Sidewalks shall be constructed within the street right-of-way in accordance with Town specifications.
H. 
Landscaping. All portions of the property not used for off-street parking shall be attractively landscaped with grass lawns, trees and shrubs as approved by the Planning Board. Shade trees shall be installed within the street right-of-way in accordance with requirements of the Shade Tree Commission.
I. 
Other items. The Board may impose other conditions where specific problems peculiar to any particular development exist which are likely to be detrimental to the public safety and general welfare of the Town or may, for good cause for the same, change or modify any of the foregoing.

A. 
There shall be included in any new multifamily housing development that requires subdivision or site plan approval an indoor or outdoor recycling area for the collection and storage of residentially-generated recyclable materials. The dimensions of the recycling area shall be sufficient to accommodate recycling bins or containers which are of adequate size and number, and which are consistent with anticipated usage and with current methods of collection in the area in which the project is located. The dimensions of the recycling area and the bins or containers shall be determined in consultation with the Municipal Recycling Coordinator, and shall be consistent with the district recycling plan adopted pursuant to N.J.S.A. 13:1E-99.13 and any applicable requirements of the municipal master plan, adopted pursuant to N.J.S.A. 40:55D-28b(12).
B. 
As used in this section:
MULTIFAMILY HOUSING DEVELOPMENT
A building containing three or more dwelling units occupied or intended to be occupied by persons living independently of each other, or a group of such buildings.
RECYCLING AREA
Space allocated for collection and storage of source separated recyclable materials.
C. 
The recycling area shall be conveniently located for the residential disposition of source separated recyclable materials, preferably near, but clearly separated from, a refuse dumpster.
D. 
The recycling area shall be well lighted, and shall be safely and easily accessible by recycling personnel and vehicles. Collection vehicles shall be able to access the recycling area without interference from parked cars or other obstacles. Reasonable measures shall be taken to protect the recycling area, and the bins or containers placed therein, against theft of recyclable materials, bins or containers.
E. 
The recycling area or the bins or containers placed therein shall be designed so as to provide protection against adverse environmental conditions which might render the collected materials unmarketable. Any bins or containers which are used for the collection of recyclable paper or cardboard, and which are located in an outdoor recycling area, shall be equipped with a lid, or otherwise covered, so as to keep the paper or cardboard dry.
F. 
Signs clearly identifying the recycling area and the materials accepted therein shall be posted adjacent to all points of access to the recycling area. Individual bins or containers shall be equipped with signs indicating the materials to be placed therein.
G. 
Landscaping and/or fencing shall be provided around any outdoor recycling area and shall be developed in an aesthetically pleasing manner.
