There is hereby established a Division of Emergency
Medical Services within the Department of Public Safety in the Township
of Monroe. The Division will consist of the Monroe Emergency Medical
Service (EMS) career staff and Monroe Township Ambulance and Rescue
Association.
The Division of Emergency Medical Services shall
be in compliance with N.J.A.C. 8:40.
No person shall hereafter become a member of the Division of Emergency Medical Services of the Township of Monroe or any unit thereof unless said person is above the age of 16, is a citizen of the United States, and is of good moral character. The member shall be physically fit to perform the duties of an emergency medical technician, evidenced by a certificate to that effect by a practicing physician of the State of New Jersey, after physical examination for that purpose, and has fulfilled all requirements listed in Chapter
65 of the Code of the Township of Monroe, as well as N.J.A.C. 8:40.
A report to the Division of Emergency Medical
Services shall be made annually and transmitted to the Director of
Public Safety for review and filing with Mayor and Council.
The Division of Emergency Medical Services is
to provide efficient, professional and expedient emergency medical
care and transportation within the boundaries of the Township of Monroe
and other areas that may call upon the Division to provide Emergency
Medical Services as deemed necessary by medical personnel in charge.
The Division of Emergency Medical Services will
consist of both paid and volunteer personnel. The career staff will
consist of a supervising emergency medical technician, as well as
additional full-time emergency medical technicians, part-time emergency
medical technicians, and as needed emergency medical technicians,
all of which shall be appointed in accordance with established personnel
policies governing paid employees of the Township of Monroe. All volunteer
members will serve in accordance with established personnel policies
governing volunteer personnel of the Township of Monroe.

The Director of Public Safety or designee shall
be responsible for the overall operation of the Division. This includes,
but is not limited to, administration of the state licensing, creation
and maintenance of standard operating procedures, and third-party
billing issues. The supervising career emergency medical technician
(EMT) and Chief of the respective volunteer company shall be considered
supervisors of each entity of the Division. These supervisors will
report to the Director of Public Safety or designee.
The career emergency medical technicians will receive such compensation as is provided for by salary ordinances covering their titles adopted by the Township of Monroe. Volunteers will only receive compensation outlined in Chapter
37, Article
II, (LOSAP Ordinance).
Fees for emergency medical services are outlined in Chapter
74 of the Code of the Township of Monroe, entitled "Fees."

There is hereby authorized and established the
Monroe Township Ambulance and Rescue Association and such additional
programs as the Township Council may authorize and approve.
There is hereby established the following requirements
for membership in the auxiliary program:
A. Must be at least 16 years of age but less than 18
years of age. A copy of applicant's birth certificate is required.
B. The applicant must live within the boundaries covered
by the Monroe Township Ambulance and Rescue Association.

C. The applicant must have written permission from his/her
parents or legal guardian.
D. The applicant must submit a properly completed application
to the organization's designated officer. The application must be
approved by the line officers prior to acceptance.
E. The applicant must have a physical by the Monroe Township
Physician approving him/her for appointment.
F. Junior members are responsible for their own transportation
to and from the stations.
G. Junior members, while enrolled in school, must provide
their report card to the Program Director/Chief indicating that they
have maintained a "C" average. If their grades fall below a "C" average,
they will be dismissed immediately until their grades return to a
"C" average.
H. The parent/guardian may request the dismissal or suspension
of their child.
I. The members shall be required to comply with any and
all other provisions as required by law.
J. Junior members are not permitted in municipally owned
buildings or to participate in any activity on Township-owned equipment
or property between the hours of 10:00 p.m. and 7:00 a.m. This includes
responding to calls or having duty crew shifts.

A. Crew scheduling:
(1) Ensure coverage of career staff.
(2) Interact with volunteer EMS supervisors to ensure
coverage.
(3) Staff ambulance as needed.
(4) Answers for emergency calls.
B. Payroll:
(2) Approve personal days, sick days and vacations.
C. Supplies and equipment:
(4) Distribution to volunteer squads.
(5) Develop contracts with vendors.
(6) Conduct inspections of ambulance, personnel and other
items to ensure compliance with N.J.A.C. 8:40.
D. Create and review policies and procedures.
E. Chair EMS Steering Committee.
F. Budgeting:
(2) Assist with volunteer EMS agency's budgets.
G. Records management, including certification, background
checks and other training:
(1) Record statistics for all EMS activity in Monroe Township,
including volunteer EMS agencies, and report statistics to Director
of Public Safety on a monthly basis.
(2) Patient chart review and quality improvement.
(3) Ensure Healthcare Insurance Portability and Accountability
Act compliance.
H. Interact with third-party billing company:
(1) Send billing company patient care reports for billing.
(2) Ensure that billing company is paid.
(3) Conduct periodic audits to ensure billing company
performance.
I. Report directly to the Director of Public Safety.
J. Develop a community education program.
K. Respond to emergency calls, establish command or fill
a position in the incident command system to control or assist in
controlling an incident.
L. Serve on local Emergency Planning Committee as Emergency
Medical Annex Director.
M. Interact with Medical Director (requirements under
the revised N.J.A.C. 8:40).
N. Vehicle maintenance of all Township-owned ambulances:
(1) Interact with fleet management for repairs and preventive
maintenance.
(2) Create specifications for new or remounted ambulance.
O. Interact with Emergency Management and other emergency
services agencies.
P. Interact and coordinate with surrounding communities
for mutual aid and other assistance.
Q. Interact with Gloucester County Emergency Response
Center.
