There is hereby created the Waterford Township Solid Waste Advisory
Commission.
The Waterford Township Solid Waste Advisory Commission shall consist
of seven members appointed by resolution of the township governing body. The
seven members will include township officials, resident business people and
other residents of the township and one individual, who need not be a resident
of the municipality, who in the governing body's opinion has experience
and/or qualifications to assist in developing the solid waste policy for the
township. The term of appointment shall be for one year. A member of the Commission
shall be selected Chairman for a period of one year. Such other officers shall
be selected by the Commission as deemed necessary for the conduct
of the Commission's business.
The Solid Waste Advisory Commission shall serve only in an advisory
capacity to the township governing body. The duties of the Solid Waste Advisory
Board shall be:
A. To review current township ordinances and other solid
waste rules and regulations relating to the disposal of solid waste and to
make recommendations, as applicable, for any revisions to said ordinances
or township regulations.
B. To review the current waste flow, collection practices
and disposal practices for solid waste and make any recommendations for revisions
to said process.
C. To review the present bidding specifications for solid
waste collection utilized for awarding contracts with private water haulers
and to make any recommendations for change in said specifications.
D. To review and study all other relevant and pertinent
information relating to the control and disposal of solid waste, recycling
and composting.
E. To develop means to provide information to the public
on solid waste collection and disposal, recycling and composting.
The members of the Solid Waste Advisory Board shall receive no compensation
for their time, but said members shall be reimbursed for any expenses incurred
in the performance of their duties so long as said expenses have been previously
approved by the township governing body. The Solid Waste Advisory Board shall
keep complete and accurate records of any moneys expended in this regard in
order for said reimbursement to be made.
The Commission shall have no right to any employees or to retain professional
services. The governing body, however, upon request by the Solid Waste Advisory
Board, will provide reasonable resources, which can include but not be limited
to copies of pertinent documents, technical assistance and secretarial services.
