A. 
Words and phrases. Whenever any words and phrases are used in this Part 2, the meaning respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
B. 
Official time standard. Whenever certain hours are named in this Part 2, they shall mean either Eastern Standard Time or Eastern Daylight Saving Time, as may be in current use.
A. 
The Director of the Department of Public Safety or, in his or her absence, disability or inability to act, the Mayor and, in the event of his or her absence, disability or inability to act, then the Chief of Police of the municipality, is hereby authorized to provide by regulation for the closing of any street or portion thereof to motor vehicle traffic on any day or days during specified hours on any day or days whenever he finds that such closing is necessary for the preservation of public safety, health or welfare.
B. 
Any regulations promulgated by the Director of Public Safety or his designee and in accordance with Subsection A above, shall provide for the posting of proper warning signs of such closing on any street or portion thereof during the time the same is closed in pursuance thereof.
C. 
Any violation of this regulation promulgated thereunder shall be punished by a fine of not less than $50 but not more than $250.
D. 
Any regulation adopted that mandates the closing of any street for a period greater than 48 consecutive hours shall not become effective unless and until it has been submitted to and approved by the Commissioner of the Department of Transportation.
Any vehicle parked in violation of this Part 2 shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall bear the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of a provision of this Part 2 or any supplement thereto shall be liable to a penalty of not less than $50 but not to exceed $250 and/or imprisonment for a term not to exceed 15 days.
If any part or parts of this Part 2 are, for any reason, held to be invalid, such decision shall not affect the validity of the remaining portions of this Part 2.
All former traffic ordinances of the Township of Waterford are hereby repealed, and all ordinances or parts of ordinances in conflict with or inconsistent with the provisions of this Part 2 are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this Part 2.

Regulations not exclusive. The provisions of this Part 2 imposing a time limit on parking shall not relieve any person of the duty to observe other, more restrictive provisions prohibiting or limiting the stopping or standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets within the Township of Waterford. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, road construction, fire or public celebrations interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
The effectiveness of this subsection is contingent upon the signs being erected as required by law.
A. 
Whenever snow has fallen and the accumulation is three inches or more, an emergency shall exist and no vehicle shall be parked on the streets or highways within the Township of Waterford. The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
B. 
Any unoccupied vehicle parked or standing in violation shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
Immediately after a vehicle has been so removed, the Chief of Police, or any member of the Police Department acting for him, shall give written notice thereof to the registered owner by personal service or by mailing said notice by registered mail addressed to said owners at his or her last known address or addresses.
No person shall stop or stand a vehicle between the hours specified on any day (except Sundays and public holidays) upon any of the streets or parts of streets described.

No person or persons shall obstruct any street or alley with any encumbrance whatsoever unless as otherwise expressly permitted herein, nor shall any person or persons operate a vehicle upon a street or alley in such a way as to interfere with the efficient flow of traffic.
B. 
Any person or persons violating this section of this chapter shall, upon conviction, be punishable by a fine of not more than $500 or by imprisonment for a term not exceeding 90 days, or both, in the discretion of the Municipal Court.

A. 
A restricted parking zone is hereby established in front of the residence located at 226 Hayes Mill Road, Atco, New Jersey.
(1) 
The use of said restricted parking zone is reserved for the occupants at 226 Hayes Mill Road. A permit shall be issued by the municipality identifying the specific motor vehicle and the location wherein it is to be parked. Said permit shall be displayed prominently within the vehicle when it is parked so as to be seen from the middle of the street. Only the motor vehicle for which the permit has been issued and which has such permit properly displayed shall be permitted to be parked in the restricted parking zone indicated on such permit.
(2) 
The restricted parking zone shall be identified by a sign restricting the area for handicapped parking only.
B. 
A restricted parking zone is hereby established in front of the residence located at 467 Atco Avenue, Atco, New Jersey.

(1) 
The use of said restricted parking zone is reserved for the occupants at 467 Atco Avenue, Atco, New Jersey. A permit shall be issued by the municipality identifying the specific motor vehicle and the location wherein it is to be parked. Said permit shall be displayed prominently within the vehicle when it is parked so as to be seen from the middle of the street. Only the motor vehicle for which the permit has been issued and which has such permit properly displayed shall be permitted to be parked in the restricted parking zone indicated on such permit.
(2) 
The restricted parking zone shall be identified by a sign restricting the area for handicapped parking only.
C. 
A restricted parking zone is hereby established in the rear of the Municipal Building located at 2131 Auburn Avenue, Atco, New Jersey.

The use of said restricted parking zone is reserved for the Police Department vehicles and police personnel. Only vehicles privately owned by police personnel and Police Department vehicles shall be permitted to park in this restricted parking zone.
D. 
A restricted parking space is hereby established on Atco Avenue in front of the American Legion Post #311 with an address at 2225 Atco Avenue, Atco, NJ.

The use of said restricted parking space is reserved for combat wounded veterans only, and which shall be designated by an identified combat wounded parking space and sign.
